Do not allow congestion

From midnight on October 1, Hai Phong Customs Department has changed customs branchesmanaging a number of warehouses, yards and ports.

Talking with reporters about the first day of the change, Deputy Director of Hai Phong Customs Department Nguyen KienGiang, said as of this afternoon (October 1), the implementation of procedures and customs clearance of the business community is still guaranteed and not congested.

“This is not the first time Hai Phong Customs has changed the management area among branches.The department has prepared in terms of personnel, techniques, and information to the warehouse, yard, port operators and import-export enterprises and maintained the supporting units of departments and branches, so the customs clearance for business community isguaranteed,” Deputy Director Nguyen KienGiang said.

To ensure smooth clearance of goods, Hai Phong Customs Department has given specific instructions to the branches. Accordingly, it is possible that VACSM system has errors or problems during the transition, especially for declarations opened before October 1, but the enterprise has not received it. The leaders of the branches direct the competent units to allow goods movement if the declaration is eligible for passing through the supervision area to avoid congestion for enterprises; take photos of vouchers or note incorrect declarations for handling thereafter.

Previously, Hai Phong Customs Department adjusted and assigned management areas of a number of border-gate customs branches from October 1, 2020.

At the same time, to accommodate the adjustment of the management area of ​​a number of warehouses, yards and ports in the Hai Phong port area, on September 30, Hai Phong Customs Department adjusted the codes of relevant warehouses, yards and ports.

Unified management

Regarding the adjustment and assignment of management areas at Hai Phong Customs Department, on September 30, 2020, the General Department of Customs issued official dispatch 6401 / TCHQ-GSQL, on some guiding contents.

Accordingly, the General Department of Customs agreed with the proposal of Hai Phong Customs Department on adjusting and assigning the management to customs branches for warehouses, yards and ports according to the principle that enterprises that have many warehouses, yards, terminals and ports shall be managed by onecustoms branches, applicable from October 1, 2020.

The General Department of Customs assigned the Customs IT and Statistics Department to adjust location codes for warehouses, yards and ports to match the management of branches.

Specifically, the management of PTSC Dinh Vu Port (including CFS warehouse located in the port) is transferred from the Hai Phong port zone 1 customs branch to Hai Phong port zone 3 customs branch.

The management of Tan Cang 128 port (including bonded warehouse and CFS located in the port) is transferred from Hai Phong port zone 2 customs branch to Dinh Vu Port border gate customs branch.

Nam Hai Dinh Vu Port will be managed by Hai Phong port zone 2 customs branch instead of Hai Phong port zone 3 customs branch.

Tan Cang terminal in Hai Phong port shall be managed byDinh Vu port border gate customs branch instead of Hai Phong port zone 2 customs branch.

The General Department of Customs assigns Hai Phong Customs Department to make a list of all warehouses, yards, terminals and ports in Hai Phong; take photos and provide overall map that show the all warehouses, yards, terminals and ports; and to provide a detailed sitemap of each warehouse, yard, terminal and port. In which, in the detailed sitemap of each warehouse, yard, terminal and port, goods storage areas must be clearly shown.
