Regulating goods across Huu Nghi International Border Gate during peak times

VCN – In order to reduce the pressure on customs clearance of import and export goods for the international border gate pair during peak times, the management agency of Lang Son (Vietnam) has just discussed with the management authority of Pingxiang (China) to strengthen coordination in regulating the means of transporting goods of enterprises on both sides.

Recently, the People's Government of Pingxiang, Guangxi, China sent an official letter to the Management Board of Dong Dang - Lang Son Border Gate Economic Zone, Lang Son province, Vietnam to discuss and propose the province to prioritize customs clearance of goods across Huu Nghi International Border Gate.

In the official letter, the Pingxiang side said that in recent years, the economic and trade cooperation between Vietnam and China has increasingly promoted, achieving significant cooperation results in the fields of border clearance, facilitating trade, creating a favorable business environment for enterprises of both sides.

Huu Nghi - Huu Nghi Quan International Border Gate pair, as an important traffic route connecting the two countries, with a large volume of trade, plays an active role in promoting economic development of both sides.

The Pingxiang side said that recently, some major logistics enterprises in Guangxi have reported delays in customs clearance of electronic products imported from Vietnam, affecting normal business operations and the stability of the cross-border supply chain.

In order to ensure quick customs clearance for enterprises of both sides and promote the development of cross-border supply chains, the Pingxiang side expects that Lang Son side will establish a cooperation mechanism for a white list of cross-border supply chains for Guangxi enterprises and Vietnamese freight companies will be included in the white list of cross-border supply chains.

Guangxi side suggested Lang Son side to clear at least 30 vehicles across Huu Nghi International Border Gate per day.

Guangxi hopes that the joint efforts of both sides will continue to optimize the customs clearance process at the border gate, ensuring quick customs clearance for enterprises of both sides and promoting the development of cross-border supply chains.

In response to Bang Tuong's request, Dong Dang - Lang Son Border Gate Economic Zone Management Board said that at certain times of the year, when the number of vehicles carrying import and export goods increased, exceeding the customs clearance capacity at the Huu Nghi - Huu Nghi Quan International Border Gate pair, in order to avoid traffic congestion and reduce pressure on Huu Nghi International Border Gate, the Vietnamese enforcement authorities have regulated the vehicles into the waiting area, then allowed them to move to the border gate under the plan: the vehicle that arrives first will be allowed to enter the border gate to carry out customs clearance procedures first to ensure fairness for the entities participating in import and export activities.

Regarding the proposal of Bang Tuong on establishing a cooperation mechanism for a white list of cross-border supply chains, the Management Board of Dong Dang - Lang Son Border Gate Economic Zone said that currently, Vietnamese law has not yet provided regulations on a priority mechanism to regulate means of goods including electronic components entering the border gate area for pre-clearance, therefore, there is no basis for implementation.

The Management Board also said in the coming time, to facilitate customs clearance of goods across Huu Nghi - Huu Nghi Quan International Border Gate pair, and minimize the congestion of goods, and meet the needs of businesses on both sides, Lang Son side suggested Guangxi side to strengthen coordination to direct forces at the border gate to increase working hours during peak times, especially at the end of the year.

The Management Board emphasized that, in order to resolve the feedback from enterprises on the Guangxi side, Lang Son proposed the Chinese side to direct relevant agencies and units at Huu Nghi Quan Border Gate to refer to the inspection and control process of the Vietnamese forces, to review and further optimize the inspection and control process, speed up the customs clearance of goods to improve the customs clearance capacity for Vietnam's export goods to about 350-400 vehicles/day.

Notably, in order to reduce the pressure on customs clearance of goods for the international border gate pair during peak times, Lang Son side requested Bang Tuong side to strengthen coordination to regulate vehicles carrying import and export goods, fruits and agricultural products from the Huu Nghi - Huu Nghi Quan International Border Gate pair via the specialized road for transporting goods in the area of ​​landmarks 1088/2-1089 and the Coc Nam - Lung Nghiu customs clearance area in the area of ​​landmarks 1104-1105.

At the same time, Lang Son authority recommended that the enforcement forces of both sides jointly disseminate for businesses of both sides to implement.

According to the Management Board of Dong Dang - Lang Son Border Gate Economic Zone, in the 10 months of 2024, the volume of vehicles carrying import and export goods cleared across Huu Nghi International Border Gate surged, reaching 208,877 trips, an increase of about 15.3% year-on-year.

However, the volume of vehicles carrying Vietnam's export goods is very low, accounting for only 26.2% of the total volume of cleared vehicles, and a decrease of 1.8% over the same period in 2023.
