Businesses get a fair hearing under Customs' new 'three no' rule
In response to Notification No. 447/TB-VPCP on the conclusions of the Government Standing Office's meeting with enterprises regarding solutions to contribute to the country's socio-economic development, the General Department of Vietnam Customs has directed all units to strictly implement specific contents.

Accordingly, units are required to adhere to the "three no's" principle: "no saying no, no making things difficult, and no promising without delivering" when dealing with business proposals.
The department will continue to develop and improve the institutional and legal framework with a focus on empowering businesses and individuals, aiming for effective management and a conducive business environment.
Furthermore, efforts will be made to abolish sub-licenses, eliminate red tape, and reduce compliance costs for businesses.
The department will further decentralize authority to localities, ministries, and sectors; enhance the sense of responsibility of delegated entities; and strengthen inspection, supervision, and control of power.
Business proposals will be addressed with both short-term and long-term solutions, based on the principle of risk-sharing and mutual benefit. Commitments must be fulfilled, and tangible, quantifiable results must be achieved.
In addition, units are required to handle tasks with high determination, significant efforts, and decisive actions, following the "five clear" principle: "clear people, clear tasks, clear deadlines, clear responsibilities, and clear products and results."
Specifically, units need to intensify the organization of specialized conferences with businesses, based on their assigned territories and sectors.
