Quang Ninh Customs: Innovation in developing Customs-Business partnership

Dedicated and thoughtful guidance
Notably, Quang Ninh Customs Department implemented the Commune and District Competitiveness Index assessment (CDCI).
This program aims to assess the competitiveness, quality of management and operation at the grassroots level as well as support businesses of the branches under Quang Ninh Customs Department.
Over the past 10 years (2014-2024) of developing partnership relationship, Quang Ninh Customs Department has organized 261 Customs-Business Dialogue Conferences (including 118 Department-level conferences, 143 branch-level conferences), Business Forum, Business Coffee, conferences on the theme of import-export goods, etc. Through the conferences, the department has received and answered 659 questions and problems of businesses regarding customs procedures, tax policies, investment incentives, on-site import-export, seaport infrastructure, border gates, and labor and employment. Up to now, the problems under its authority have been completely resolved by Quang Ninh Customs Department. |
Thereby, it has created a vibrant competitive atmosphere among the affiliated branches in the implementation of tasks as well as Customs-Business cooperation activities.
Quang Ninh Customs Department has developed and implemented the Project "Centralized customs management model at Mong Cai Border Gate Customs Branch" to help achieve four reductions: reducing time, reducing costs for businesses, reducing contact between businesses and customs agencies, and reducing staff.
In addition, Quang Ninh Customs Department has actively joined the whole sector to implement the Pilot Program to support and encourage businesses to voluntarily comply with customs laws.
In 2022, the department signed a memorandum of understanding with 14 member businesses. In 2023, the department signed a memorandum of understanding with two businesses, bringing the total number of participating businesses to 16.
The effective implementation of the Customs-Business partnership at Quang Ninh Customs Department has actively contributed to facilitating businesses, promoting import and export through the area; has been highly appreciated by the business community.
According to Mr. Tran Quyet Thang, Head of Production Control Division of Cam Pha Logistics Company, the enterprise has received a lot of support from the Cam Pha Port Customs Branch and Quang Ninh Customs Department.
Thanks to the dedicated, thoughtful guidance and professional working attitude of the Customs officers and civil servants, the company has completed export and import procedures for coal shipments of the Vietnam National Coal-Mineral Industries Corporation Limited.
According to Mr. Pham Van The, Chairman of the Quang Ninh Provincial Business Association, Quang Ninh province annually organizes the announcement of the results of the District and Departmental Competitiveness Index (DDCI). In particular, the Business Support Index of the Quang Ninh Customs Department has been improved, contributing to creating an open investment environment in Quang Ninh province.
Continuing to innovate and implement good practices
Quang Ninh Customs Department continued to direct the improvement of the quality of Customs-Business partnership development.
Accordingly, Quang Ninh Customs Department requested its affiliated and subordinate units to continue to disseminate to cadres, civil servants and employees in the unit the contents of documents and instructions of the General Department of Customs and Quang Ninh Customs Department to raise awareness of the meaning and importance of Customs-Business partnership development; turn awareness into practical actions in supporting and accompanying businesses.
After the recent typhoon No. 3 (Yagi), production and business establishments, warehouses and factories of businesses, including Tonly Vietnam Electronic Engineering Co., Ltd. and Pully Electronics Co., Ltd., suffered heavy damage of up to VND100 billion.
Understanding the difficulties of businesses, Hon Gai Port Customs Branch (Quang Ninh Customs Department) sent a working group to the company to visit and encourage the company to make efforts to overcome the consequences of natural disasters and quickly restore production.
At the same time, supporting and guiding businesses to inventory and classify damaged semi-finished and tax-free materials and finished products, and arrange civil servants to handle customs procedures 24/7 to ensure the effective clearance for businesses.
Along with specific activities, Quang Ninh Customs also requires units to closely follow and effectively implement core contents of Customs-Business partnership development activities (including: Information, Consultation, Participation, Cooperation) to continue to innovate, propose, and implement good and creative practices in developing Customs-Business partnership and related parties.
In particular, the development of Customs-Business partnership is linked to customs reform and modernization activities. In addition, proactively encouraging and creating conditions for the business community and relevant parties to participate in perfecting customs policies and laws, implementing programs and projects on customs reform and modernization, administrative reform plans and digital transformation of the Customs sector.
