Key imported goods

Up to now, the state budget revenue of Ho Chi Minh City Customs Department in the third quarter of 2024 has shown signs of a slight increase compared to the same period last year. Thus, after a long period of sharp decline, the rate of decline in state budget revenue of Ho Chi Minh City Customs Department has improved month by month.

Regarding the structure of state budget revenue, according to the analysis of Ho Chi Minh City Customs Department, 3 items alone: ​​automobiles, gasoline, iron and steel account for a large proportion of nearly 35% of the total state budget revenue of the Department. Therefore, the fluctuation of these revenue sources will greatly affect the state budget revenue of the unit.

As of September 30, 2024, the turnover and revenue of these items compared to the same period last year have changed significantly.

Specifically, the number of imported complete automobiles of all kinds through Ho Chi Minh City port in the first 9 months was 56,536 units, with a taxable turnover of 1.02 billion USD, up 20.5% in volume, down 5.7% in value compared to the same period in 2023; leading to the tax payable reaching only 15,633.4 billion VND, down 23.10% (absolute decrease of 4,695.7 billion VND) compared to the same period in 2023.

Imported gasoline and oil of all kinds reached 3.78 million tons, with a taxable turnover of 2.99 billion USD, down 2.2% in volume, down 6.6% in value compared to the same period in 2023; leading to tax collection reaching 12,454.5 billion USD, down 7.45% (absolute decrease of 1,002.5 billion VND) compared to the same period in 2023.

In particular, imported iron and steel products of all kinds increased, reaching 2.5 million tons, taxable turnover reached 1.54 billion USD, up 23.1% in volume, up 14.3% in value compared to the same period in 2023; leading to tax collection reaching 3,867.9 billion USD, up 19.48% (absolute increase of 630.5 billion VND).

Focus on removing obstacles

With the analysis data, Ho Chi Minh City Customs Department estimates that the state budget revenue in October 2024 will reach 10,300 billion VND. The cumulative state budget revenue of the unit from the beginning of the year to October 31, 2024 is estimated at VND 102,786.7 billion, equal to 78.58% of the Ordinance target (VND 130,800 billion), an increase of 1.02% over the same period in 2023 (equivalent to an absolute increase of VND 1,036.3 billion).

The state budget collection work of Ho Chi Minh City Customs Department from now until the end of the year is very active to complete the collection target of VND 130,800 billion.

With many synchronously implemented solutions, at the recent meeting of the third quarter of 2024, Director of Ho Chi Minh City Customs Department Nguyen Hoang Tuan directed the heads of units to pay attention to drastically removing obstacles for people and businesses.

Accordingly, for problems and recommendations from people and businesses, the units in charge are required to proactively handle them, coordinate with relevant units to promptly resolve and handle them.

In cases where the response from superior agencies or other competent authorities is pending, information must be provided promptly, accurately and fully so that people and businesses can know and avoid prolonged frustration.

For problems and recommendations from customs branches, the departments and staff units are required to focus on researching to resolve and handle them according to their authority.

In cases where the content is beyond their authority, it is requested to explain the specific content of the problem; propose appropriate handling options to advise and report to competent authorities; regularly exchange and work to update progress, handling, and resolution and clearly state it so that customs branches are aware.
