According to the assessment, although the National Single Window (NSW) has implemented and achieved positive results in recent years, the functionality of the mechanism still lacks information connection and exchange between state agencies, organizations, and enterprises directly and indirectly related to import, export and transit goods; exit, entry and transit people and means of transport.
The field has a great impact on the construction and completion of e-Government and promotion of the application of modern information technology in the State agencies; effectively and comprehensively implements National Single Window; implements administrative reform, improves the quality of public services, information and data provided for businesses and people; executes international and regional integration; improves the effectiveness of state management; contributes to preventing and combating smuggling and illegal transportation of goods across borders; and prevents evasion of trade defense measures and origin fraud...
Currently, it is necessary to create a transparent and effective legal framework for the connection and information sharing between state agencies, organizations, and enterprises directly and indirectly related to import, export and transit goods; exit, entry and transit people and means of transport under NSW.
In order to meet the management requirements and align with the model of exchanging import and export goods data between Vietnam and China when implementing the tasks in Decision No. 865/QD-TTg dated August 17, 2024 of the Prime Minister approving the pilot project to build smart border gates on the specialized freight transport route in the area of landmarks 1119-1120 and the specialized freight transport route in the area of landmarks 1088/2-1089 belonging to Huu Nghi (Vietnam)-Youyi Guan(China) international border gate pair, the Ministry of Finance has issued a plan to implement this task.
Accordingly, the Ministry of Finance presides over upgrading the National Single Window to receive and share information on import and export shipments and means of transport with the Nanning Customs (China) and competent authorities at the border gate.
To implement the roadmap, the Ministry of Finance assigned the General Department ofVietnam Customs to preside over the development of a decree amending Decree 85/2019/ND-CP on the implementation of administrative procedures for import and export and transit goods and exit, entry and transit means of transport under NSW, ASEAN Single Window; specialized inspection of imports and exports.
Directing the development of the order and content of the decree amending Decree No. 85/2019/ND-CP, Deputy Director General Au Anh Tuan said that Decree 85/2019/ND-CP has not yet specified the scope, content of shared information as well as technical requirements on information connection and sharing (classification of information, form, time limit for provision, requirements to ensure connection, responsibilities of related parties) with many different subjects under NSW.
Therefore, Deputy Director General Au Anh Tuan requested the Legal Department to coordinate with the Customs Control and Supervision Department, the Customs IT and Statistics Department to review, evaluate and plan the main revised content to submit to the Ministry of Finance to get opinions from relevant ministries and branches, then submit to the Government for consideration.
In which, the goal is to complete the dossier and procedures in line with the roadmap in the remaining two months of 2024 and start building detailed content for this decree in 2025, ensuring quality and progress in accordance with the assigned tasks, Deputy Director General Au Anh Tuan emphasized.
