Is there any change in Customs organization when re-arranging border districts in Cao Bang?

VCN – The National Assembly Standing Committee promulgated decrees on arranging administrative units at district-level under Cao Bang province. This includes merging a number of border districts which have customs units. Will this change Cao Bang Customs Department’s organizational structure?

The National Assembly Standing Committee has promulgated Decrees: 864/NQ-UBTVQH14 dated January 10, 2020 on the arrangement of administrative units at district level of Cao Bang province; Resolution 897/NQ-UBTVQH14 dated February 11, 2020 of the National Assembly Standing Committee on the arrangement of district-level administrative units and the re-naming of administrative units at district-level in Cao Bang province.

Accordingly, establishing Quang Hoa district on the basis of merging the entire natural area and population of Phuc Hoa district; the entire natural area and population of Quang Uyen district and the whole natural area and population of Quoc Toan commune (Tra Linh district).

Merging the whole natural area and population of Tra Linh district (after adjusting the boundaries of the administrative units) into Trung Khanh district.

Implementing the Resolution of the National Assembly Standing Committee, the People's Committee of Cao Bang province has just issued a deployment plan, including the arrangement and strengthening of the organizational structure in the political system.

Does the reorganization of administrative units at district level affect the organizational structure of customs units like many other forces in Cao Bang?

Before the re-organization, in the above districts, there were three customs branches under Cao Bang Customs Department, including: Ta Lung Customs Branch (Phuc Hoa District), Tra Linh Border Gate Customs Branch (Tra Linh district) and the Po Peo Customs Branch (Trung Khanh district).

On February 26, the reporter of Customs News spoke about this with Director of Cao Bang Customs Department Hoang Khanh Hoa.

Mr. Hoa said that the characteristics of the Customs force were organized vertically, managed by the geographical area of ​​the border gate, the area which has large volume of import and export goods. Therefore, the reorganization of administrative units at district level in Cao Bang did not affect the organizational structure of the customs branch under Cao Bang Customs Department.

The party organization of the customs branch directly under the Party Committee of Cao Bang Customs Department and the Party Committee under the Cao Bang Provincial Party Committee would not be disturbed in the organization and activities of party members.

Thus, after merging Tra Linh district into Trung Khanh district, this new Trung Khanh district would have two customs branch: Tra Linh Customs Branch and Po Peo Customs Branch. While Quang Hoa district still has one unit as before which was Ta Lung Customs Branch.

"Leaders of the Department directed the customs branches to continue coordinating with units and competent forces in the new districts to perform the assigned tasks," Director Hoang Khanh Hoa said.
