Making great efforts to remove problems

Ha Nam Ninh Customs Department has provided many policies and solutions to create favorable conditions for enterprises towards the goal of building Digital Customs, Smart Customs, thereby reducing customs clearance time, saving costs for enterprises and promoting greater transparency in customs operations.

Ha Nam Ninh Customs Department strives to achieve the goal of digital transformation at the department, including key task of digital transformation in customs operations associated with digital transformation to serve import-export enterprises, and complete the goal of 100% of customs procedures processed online.

To grasp the difficulties and problems of enterprises, the department regularly organizes conferences and meetings to promptly resolve them. At the same time, the department disseminates new regulations and policies reacted to customs and import and export activities to the business community such as customs procedures, tax policies, tax administration, customs procedures...

On October 9, Ha Nam Ninh Customs Department held a conference to commend enterprises with exemplary activities in the area. At this conference, the Department answered and resolved most of the problems for import and export enterprises and export processing enterprises.

Specifically, regarding customs procedures when transferring from the export processing enterprise to the FDI enterprise, the representative of the Ha Nam Ninh Customs Department said that in the case of an export processing enterprise transferring into an enterprise not enjoying the export processing enterprise policy regime, if the enterprise still meets conditions for enjoying investment incentives after transferring in line with the provisions of the law on investment and the law on import and export duty, it will continue to enjoy the tax exemption incentives for imported goods to create fixed assets of the investment project before the conversion.

Accordingly, from the time of the export processing enterprise converts to the enterprise not enjoying the export processing enterprise policy regime, the enterprise will only be exempted from import tax on imported goods to create fixed assets if it has notified the Tax Exemption List before importing the goods.

Mr. Au Manh Toan, Head of Import-Export Department, Hyundai Thanh Cong Automobile Manufacturing Joint Stock Company - Vietnam, said that the Customs not only actively supports enterprises' arising problems at the dialogue conference, but also remove arising problems by applying modern management tools for enterprises.

Notably, the Customs authorities at all levels have implemented many practical solutions to remove bottlenecks (if any) in performing customs laws, Mr. Au Manh Toan emphasized.

The representative of Song Hong Garment Joint Stock Company, the thinking of the Customs agency in general and Ha Nam Ninh Customs in particular has changed dramatically in recent years when considering enterprises as partners. The company is always supported by the Customs on issues related to import-export procedures... Additionally, the Customs always receives and records enterprise’s comments and recommendations in policy development and difficulties in import-export activities.

Achieving results

In the first nine months of 2024, about 2,000 enterprises carried out customs procedures for imports and exports at customs branches, an increase of 13.7% compared to 2023. Ha Nam Ninh Customs department received and processed procedures for 461,998 declarations, an increase of 21.2% year-on-year with a total turnover of over US$25.3 billion, an increase of 17.2% year-on-year. Total tax revenue achieved VND6,048 billion, meeting 100.81% of the assigned plan.

Director of Ha Nam Ninh Customs Department Nguyen Thu Nhieu said that the department has actively supported enterprises in importing and exporting goods through technical support programs, legal advice and customs training that have been organized regularly to improve knowledge and skills for enterprises.

Ha Nam Ninh Customs has established a hotline, online information channel to answer questions and supported enterprises via phone, zalo, viber, email, etc. in solving problems arising during the customs clearance process. The department regularly organizes dialogue conferences with the business community to disseminate new legal policies and regulations related to customs and import-export activities.

Ha Nam Ninh Customs will continue to promote administrative procedure reform, create maximum favorable conditions for production, business, import and export activities, reduce time and costs for enterprises, attract domestic and foreign enterprises to carry out procedures at the department.

The department continues to improve awareness, responsibility and quality of civil servants, meet standards of qualifications and capacity to grasp regulations to apply creatively and flexibly to the actual conditions of the locality and unit, thereby, meeting the requirements of customs reform, integration, development and modernization.
