According to the Da Nang Customs Department, as of mid-October, import-export turnover through the area decreased 24.35% year-on-year to US$2.58 billion, of which exports is down 18.45% to US$1.5 billion and imports 31.31% to US$1.08 billion. This result greatly affects the state budget revenue of the unit. As of October 24, Da Nang Customs Department collected VND2,592 billion, reaching 51.8% of the assigned target (VND5,000 billion).

According to the People's Committee of Da Nang City, in July and August 2023, the city's import-export turnover was improved, higher than the months of the first and second quarters of 2023. Export turnover in September is estimated at US$169 million, bringing the turnover of the first nine months to US$1.4 billion, down 11.1% year-on-year.

The City has issued a Plan to implement the Project "Encouraging Vietnamese businesses to directly participate in foreign distribution networks by 2030" and a plan to implement the Action Program to carry out the Strategy for exporting goods to 2030; organized trade connection and export promotion conference in Da Nang 2023; organized a workshop "Expanding business opportunities with Canada under the CPTPP Agreement" and a workshop on capacity building for the public and private sectors to implement the ASEAN Digital Agenda for Laos - Cambodia - Myanmar and Vietnam.

The state budget revenue situation of Da Nang Customs Department from the beginning of the year has been influenced by many factors, especially sharp decline in revenue from cars, components, and auto parts. Automobile components and spare parts - the main revenue of Da Nang Customs have slugged in 2023. For example, auto components and spare parts imported by Truong Hai Group through Da Nang Port border gate decreased by up to 41.2% over the same period last year, this revenue source accounted for 40% of the Da Nang Customs revenue. Besides Truong Hai Group, Da Nang Customs Department does not have businesses with large revenues, most are businesses with small and medium revenues. Revenue from these businesses also decreased year-on-year.

In the context of businesses facing many difficulties in production and business, Da Nang Customs Department has offered many solutions to facilitate import-export and immigration activities in the area such as: organizing working groups visit enterprises to understand the production and business situation of enterprises with large revenues, difficulties in import-export activities, customs procedures, tax refund procedures. For small and medium-sized enterprises, customs branches have organized Customs-Business dialogues to disseminate and guide customs policies and remove difficulties for businesses. Thereby, the Customs agency has provided timely guidance and solved problems in timely manner, saving time and costs for businesses.

Along with that, from the beginning of the year, Da Nang Customs Department has organized working groups to visit and work directly at more than 30 businesses located in the city to listen and grasp the thoughts and aspirations of the business, share difficulties, and acknowledge problems. Thereby, providing specific and practical policies and solutions to support businesses and create more favorable conditions in import-export and immigration activities. In addition, customs branches have also organized quarterly dialogues and consultations with businesses and dialogues every 6 months at the department level.

In addition, digital transformation activities and information technology applications have been actively researched by units for administrative reform. For example, Da Nang Port Border Gate Customs Branch has conducted the digital transformation in dissemination activities, posted and publicized documents using QR Code scanning. The application of QR codes to look up documents is a solution to promote administrative reform at the branch, a new step in dissemination of policies and documents to the business community, meeting the search requirements "Easy - Fast - Convenient".

In addition to the pilot program to support and encourage businesses to voluntarily comply with customs laws of the General Department of Customs, Da Nang Customs Department has continued to implement the program "Facilitating and supporting businesses to comply with customs laws" which attracted 60 businesses participating. Every month, the unit has looked up, analyzed information and sent to the enterprise's email address: information about the level of compliance, the reason for low compliance level, moderate compliance, no compliance; warned about the risks of tax debt, fee debt and other errors to support businesses in improving their voluntary compliance capacity.
