Many initiatives for development of Customs-Business Partnership

According to Da Nang Customs Department, in 10 years of developing Customs-Business Partnership, the Customs has not only played the role as the manager but also played the role of the partner, supporting and facilitating businesses, import-export production and business activities. Many initiatives for developing the Customs - Business partnership have been implemented.

For example, the Pilot Program to support and encourage businesses to voluntarily comply with customs laws under the plan of the General Department of Customs, from 2021, the Department issued the Program “Facilitating and supporting businesses to comply with customs laws” at the Department.

The program drew participation from 60 businesses operating in import and export in the area. The department monthly looks up, analyzes information and sends to the business's email: Information on the compliance level, reasons why the information system assesses the level of compliance as low, average, non-compliant; Warnings of risks of tax debt, fee debt and other errors for businesses to overcome to support businesses to improve their capacity for voluntary compliance.

Annually, Da Nang Customs Department and its branches have established working groups led by the leaders of the department to visit, share, remove difficulties and obstacles, and facilitate import and export activities for enterprises.

Additionally, the department has had initiatives to support enterprises in searching and carrying out procedures. Da Nang Seaport Customs Branch has deployed “QR code application in Customs modernization and reform” to facilitate enterprises to easily access, research and look up relevant documents, instructions and regulations in the customs processes.

The application of QR Code for registering for physical inspection of goods at Da Nang International Airport Customs Branch creates favorable conditions for customs declarants and customs authorities in carrying out customs procedures for import and export goods, arranges suitable time for presenting goods, and the customs authority is proactive in assigning officers to conduct physical inspection.

Notably, one of the outstanding activities of Da Nang Customs Department in 2024 is to issue the “Pilot program to support and encourage enterprises to participate in import and export activities in Da Nang city”. This is a breakthrough in supporting enterprises, a practical action for the commitment to implement six transformations of Da Nang City Customs Department with the business community in 2024.

The program has contributed to creating motivation to encourage and attract enterprises to export and import goods, and promoting the development of import and export activities in the city.

Currently, the Customs has supported fully 100% requests from enterprises on customs procedures, specialized management, tax policies, codes, values, origins, and tax refunds, etc through various forms such as direct contact, sending email, thereby helping enterprises minimize errors in the process of declaring and carrying out customs procedures while improving the compliance level. The effective support by the Customs have been recognized and highly appreciated by enterprises.

In-depth development

In the orientation of developing the Customs-Busienss partnership and related parties in 2025 of Da Nang Customs Department, the department focuses on building and implementing the development of the Customs-Business partnership, effectively cooperating between the Customs and the State agencies, local authorities, and organizations in implementing state management.

The department has focused on applying IT and digital transformation; Customs reform and trade facilitation; building and implementing the Da Nang Free Trade Zone Project; expanding the entities participating in the Pilot Program to support and encourage businesses to participate in import and export activities at Da Nang.

Every year, the Department conducts a survey on the satisfaction of enterprises with the implementation of administrative procedures and the quality of the unit's services by forms: distributing survey forms directly at the dialogue conferences at the department and branch levels. In addition, enterprises evaluate their satisfaction with the quality of services provided by the Department through the Public Administrative Service Quality Assessment System of Da Nang City.

The results of the assessment of enterprises' satisfaction with the information support of Da Nang Customs Department through surveys conducted at annual dialogue conferences and on the Da Nang City Electronic One-Stop System every year show that the satisfaction assessment rate reaches over 99%.

For many consecutive years, the Department has been one of the central units in the city leading the city's administrative reform index and information technology application.
