Quang Ninh Customs: making efforts to help businesses improve compliance

Bright spot of pilot implementation
In 2024, Quang Ninh province's economic growth is estimated to reach 8.42%, higher than the national average. As of November 30, 2024, foreign direct investment of the province reached over US$2.3 billion, among the leading localities in the country, quickly overcoming the consequences of storm No. 3 (Yagi).
The above results have important contributions from the Quang Ninh Customs Department thanks to promoting its role well, proactively innovating management thinking, ensuring a balance between trade facilitation and effective enforcement of tax and customs laws in the area.
Positive assessments from the business community for the Customs agency have contributed to improving the Departmental and District Competitiveness Index (DDCI) of the Quang Ninh Customs Department and helped the department maintain the leading position among departments and agencies in Quang Ninh province.
According to Quang Ninh Customs Department, amid increasing international trade along with the explosion of technology, increasing risks while resources are limited, it is inevitable that the Customs sector must use modern technical and risk management measures to effectively manage risks arising in the process of and law enforcement.
At the same time, there must be drastic and flexible solutions to continue promoting economic development, improving the business environment, enhancing national competitiveness as well as supporting and facilitating businesses to restore production and business.
In particular, the Pilot Program to support and encourage businesses to voluntarily comply with customs laws (according to Decision No. 1399/QD-TCHQ dated July 15, 2022 of the General Department of Customs) is one of the major policies that the Customs sector has implemented to realize the Resolutions of the Government.
After two years of piloting, Quang Ninh Customs has been recognized as a local Customs unit with methodical and flexible direction, operation and implementation activities, bringing positive results.
Quang Ninh Customs Department has completed the earliest signing of the memorandum of understanding with businesses, creating a very positive and spreading effects. Many initiatives proposed by Quang Ninh Customs Department during the implementation of the Pilot Program have been recognized by the entire sector.
As a result, after two years of implementing the Program at Quang Ninh Customs, 12 of 16 businesses maintained and increased their compliance level (reaching a rate of 75%), of which 9 of 16 businesses increased their compliance level from level 3 (Medium) to level 2 (high compliance).
In 2024, the Red channel rate in the whole department reached 3.75%, meeting the set criteria (below 5%), down 0.19% compared to the same period in 2023. The unit detected 94 violations, an increase of 9.3% in the number of cases compared to 2023, sanctioned administrative violations and collected additional taxes of VND 10.09 billion.
Spreading in many aspects
After two years of pilot implementation, the Customs sector has officially implemented the program to encourage businesses to voluntarily comply with customs laws (according to Decision 2790-QD/TCHQ dated December 4, 2024 of the General Department of Customs).
To effectively implement the program, Quang Ninh Customs Department continues to synchronously deploy tasks and solutions according to the roadmap set out in the program; mobilizes the participation of all leaders, officers, civil servants of units and effective coordination of activities of Customs agencies at all levels, in which the Risk Management Division is the focal unit at the Department level, together with the Specialized Group of the General Department of Customs as the key unit to ensure coordination of activities among units to spread the program to the business community in many aspects.
In addition, the department promotes the application of technology, digitizes relevant information and data within the framework of the program to meet the requirements for monitoring and evaluating compliance of member businesses in accordance with the set goals, roadmap and methods.
In particular, the data of businesses participating in the program must be digitized, ensuring the management of the operation situation and production process of business from the beginning to the end.
Thereby, digitizing the process of managing, receiving information and responding to support requests from enterprises; researching and applying technology to automatically monitor, analyze and evaluate the voluntary compliance process of businesses as a basis for the Customs authority to invite businesses to participate, recognize member businesses and revoke membership status.
The unit continues to implement support activities, guidance, answer questions, provide information, and warn businesses of risks during import and export activities to help businesses proactively prevent and avoid violations, and voluntarily improve their compliance with customs laws.
In particular, ensuring that there is no increase in administrative procedures, damages, and unnecessary works for businesses. The department periodically reassess to measure the implementation results of the program and give directions for following years.
