Meaningful results

Speaking with reporters, Director of Hai Phong Customs Department Tran Manh Cuong said that in 2024, with the attention, direction and facilitation of leaders at all levels, especially from the Ministry of Finance, the General Department of Customs; Hai Phong City and the provinces of Hai Duong, Hung Yen, Thai Binh, combined with the efforts and determination of the cadres, civil servants and employees of the entire unit, Hai Phong Customs successfully completed the assigned tasks.

Outstanding results are: this is the first time that the department exceeded the VND70,000 billion; trade facilitation has to promote import-export growth, attracting investment; the anti-smuggling work achieved effective results, contributing to ensuring security and safety of the community.

Regarding the budget revenue task, in 2024, Hai Phong Customs Department was assigned a target of VND66,490 billion. Assessing the difficulties and challenges due to negative impacts from the world and domestic economic situation.

At the same time, closely following Resolution No. 01/NQ-CP dated January 5, 2024 of the Government and Directive No. 371/CT-TCHQ dated January 24, 2024 of the General Department of Customs, Hai Phong Customs Department has synchronously and drastically deployed solutions to facilitate trade, improve the effectiveness of state management, and fulfill the task of collecting the state budget in 2024.

In particular, focusing on promoting administrative reform, customs modernization, developing Customs - Business partnership; strengthening the fight against smuggling, trade fraud, and illegal transportation of goods across the border; resolutely implementing measures to prevent revenue loss, actively collecting arising debts...

With the synchronous, drastic and effective implementation of the proposed solutions, by the end of December 15, 2024, Hai Phong Customs collected VND72,771.4 billion, reaching 109.5% of the annual estimated target, an increase of VND9,820.5 billion (or 15.6%) compared to the same period in 2023.

In which, Hai Phong area collected VND63,219.7 billion, reaching 107.5% of the estimated target (VND58,800 billion), reaching 105.4% of the target assigned by the Hai Phong City People's Council (VND60,000 billion), an increase of VND8,127 billion(or 14.8%).

The area of three provinces outside Hai Phong (Hai Duong, Hung Yen, Thai Binh) collected VND9,551.7 billion, reaching 124.2% of the estimated target (VND7,690 billion), an increase of VND1,693.4 billion (or 21.6%).

It is expected that by the end of the year, the total revenue of the Department will reach VND75,500 billion, equal to 113.6% of the estimated target. Of which, the Hai Phong area collected VND65,550 billion, reaching 111.5% of the estimated target; the area of ​​three provinces outside Hai Phong collected VND9,950 billion, reaching 129.4% of the estimated target (VND7,690 billion).

The budget collection results of Hai Phong Customs contributed significantly to the Customs sector and Hai Phong City in successfully completing this important political task.

Specifically, in 2024, Hai Phong Customs Department will continue to be the unit with the second largest revenue among 35 local customs departments, contributing about 18% of the total budget revenue of the whole industry (the whole industry is expected to collect VND420,000 billion).

Notably, Hai Phong Customs' revenue accounts for about 60% of Hai Phong City's total budget revenue, a very important contribution to the Port City's third consecutive year of reaching and exceeding the VND100,000 billion mark in budget revenue (the whole year is expected to collect nearly VND109,400 billion).

Notably, from the excess revenue of Hai Phong Customs, in recent years, the Central Government has reallocated thousands of billions of VND to the city. This is an extremely important resource for the locality to invest in socio-economic development.

At the same time, the anti-revenue loss has been drastically implemented in all fields, raising VND 404.2 billion, or 1.5% over the same period in 2023 (data as of November 30, 2024).

Collecting more than VND50 billion from anti-smuggling activities

In 2024, in the area under the management of the unit, the situation of smuggling, illegal transportation of goods across the border, trade fraud, counterfeit goods, and drugs is still complicated.

From the beginning of 2024, the leaders of Hai Phong Customs Department focused on directing their units to closely follow the direction and plans of leaders at all levels to develop and implement plans and projects to combat smuggling, trade fraud, and illegal transportation of goods across the border.

During the year, the department issued 16 plans; proactively collected and analyzed information on the technical systems, e-manifest system, to develop and implement six risk control topics for key routes and goods; completed the assigned key customs control targets...

At the same time, Hai Phong Customs closely coordinated with management agencies (Police, Border Guard, Coast Guard, Anti-smuggling Investigation Department - General Department of Customs...) in performing anti-smuggling tasks.

By the end of December 15, 2024, the entire Department had handled 3,997 violations, fined VND52.8 billion, an increase of 1.3% in the number of cases and 12.8% in the amount of fines compared to the same period in 2023.

In which, the Department has prosecuted two violations and transferred two to other agencies for prosecution.

Notably, Hai Phong Customs has detected a number of typical cases, with a large amount of infringing goods, new and sophisticated methods and tricks.

Specifically, the seizure of a shipment containing 1,580 kg of ivory on March 23, 2024 (the case has been transferred to the investigation agency for a recommendation for prosecution); a number of export shipments with actual exported goods not consistent with the declaration on the declaration; coordinating with the Market Surveillance Department and the Hung Yen Provincial Police to seize 163,410 electronic cigarette equipment products of various types and 9,913 kg of essential oils for electronic cigarettes, smuggled electronic cigarette accessories.

The results of the fight against smuggling, trade fraud, and illegal transportation of goods across the border contribute to protecting security and safety of the community; creating a fair and transparent business environment, helping attract investment, promote import and export growth and increase budget revenue...

In 2024, Hai Phong Customs Department will continue to coordinate with the Inland Waterway Port Authority to operate smoothly, ensure security and safety of the seaport infrastructure fee collection system and regularly review, promptly detect and collect arrears for cases of underpayment of fees.

As of December 14, 2024, the collected amount of Hai Phong seaport infrastructure fees was VND 1,352 billion, reaching 108% of the assigned target for 2024 (VND 1,250 billion).
