Ensuring security and safety for the VNACCS/VCIS
Assessing the application of information technology (IT) and online public services in April 2024, the General Department of Customs said that the General Department of Customs has reported to the Ministry of Finance on approving the adjustment of investment policy in a project to build an IT system to implement digital customs to meet professional requirements in customs clearance.
At the same time, submitting the project to the Ministry of Finance for approval after adjusting the investment policy.
Regarding the implementation of the Digital Transformation Plan of the General Department of Customs, the General Department of Customs has reviewed and evaluated the Digital Transformation Plan for 2023 and reviewed the Digital Transformation Plan of the General Department of Customs to 2025, with an orientation to 2030 to serve the development of the draft Digital Transformation Plan 2024 of the General Department of Customs.
For the VNACCS/VCIS, the Customs sector ensures security and safety for these systems until the new IT system is officially launched.
Specifically, continuing to implement the contents of the VNACCS/VCIS and responding to incidents in the Customs IT system of which investment policy has been approved by the Ministry.
Organizing a meeting with Japanese Customs, JICA and NTT Data Company to exchange related contents to support for maintaining the VNACCS/VCIS and ODA support to conduct the overall redesign of the IT System to implement digital Customs.
Managing, supervising, assigning and arranging on-duty forces to ensure 24/7 stable operation of the VNACCS/VCIS and centralized IT systems of the Customs sector, and ensure security, safety.
Connecting and sharing data with the National Population Database
In addition, the Customs sector has been actively connecting and sharing data between the IT system of the General Department of Customs and the National Database on population.
Accordingly, the General Department of Customs worked with competent units of the Ministry of Public Security to unify the implementation of security and safety assessment.
Specifically, we have completed building and integrating applications to connect and share with the National Population Database for three services provided and shared by the Police Department for administrative management of social orders through the National document connection axis.
In addition, to deploy connection and integration for three citizen information lookup services deployed on the National Data Sharing and Integration Platform System managed by the Ministry of Information and Communications, the General Department of Information and Communications has sent a document to the National Digital Transformation Department (Ministry of Information and Communications) to send staff to assist in completing the integration of these three services.
Regarding the implementation of online public services, currently, the total number of administrative procedures in the customs field is 225 procedures.

Of these, there are 214 procedures carried out by the Customs agency, including: 132 administrative procedures are provided with full-online public services; 61 administrative procedures are provided with partial-online public services; 21 administrative procedures are provided with online information.
Regarding the implementation of the National Single Window, by the end of April 2024, there were 250 administrative procedures of 13 ministries and sectors connecting to the National Single Window, with the participation of 70,538 businesses. Regarding the ASEAN single-window mechanism, Vietnam maintains an official connection to the ASEAN single-window mechanism to exchange electronic certificate of origin form D with all 9 ASEAN member countries. At the same time, coordinating with the ASEAN Secretariat and ASEAN countries to officially exchange ASEAN Customs declarations as planned. Discussing to build solutions and roadmaps to connect and exchange electronic documents between ASEAN and partners such as China, Japan, Korea, the United States. |
