Both facilitating and ensuring management
In 2024, the leaders of Hai Phong Customs Department directed the development of detailed plans to implement post-clearance audit and specialized inspection under specific plans.
The department focused on improving the effectiveness of information collection; actively exchanged information and warned about violations and signs of violations detected during the inspection and examination process to relevant units for review, timely handling, and prevention of similar violations by enterprises.
Implementing Resolution No. 143/NQ-CP dated September 27, 2024 of the Government, the direction of the General Department of Vietnam Customs, the leaders of Hai Phong City on key tasks and solutions to urgently overcome the consequences of storm No. 3, quickly stabilize the situation, restore production and business, promote economic growth, control inflation well..., Hai Phong Customs Department has directed to extend and suspend the inspection and audit by the post-clearance audit teams, and will implement post-clearance audit plans in 2025.
Despite difficulties due to objective reasons, the department has performed the post-clearance audit flexibly, contributing to the anti-revenue loss.
As of December 15, 2024, the department inspected 274 cases, detected 123 violations, and collected VND87.41 billion.
The Department conducted 236 post-clearance audits, including 102 inspections at the customs declarant's premises and 134 inspections at the customs’ headquarters. Through inspections, the department detected 113 violations, and collected VND86.4 billion, an increase of 13.8% over the same period in 2023.
The Post-clearance audit branch has conducted 38 post-clearance audits, detected 10 violations, and collected VND1.01 billion.
Effectively preventing revenue loss
In 2024, Hai Phong Customs Department has made great efforts in performing the anti-revenue loss, contributing the year-on-year increase of 1.5% in the revenue to VND404.2 billion.
Notably, the revenue collected from customs valuation reached VND117.3 billion, from code determination at VND38.3 billion, from tax rates, quantities, tax policies at VND37.1 billion.
Hai Phong Customs Department has seriously and effectively performed tax management, deployed enforcement measures, and well controlled new debts arising in 2024.
Notably, the department continues to effectively promote the measure of temporarily suspending exit, handling bad debts, contributing to reducing the debt of the entire department. As of December 15, 2024, the whole Department recovered and handled debts at VND47.4 billion.
The department cleared debts for 4 enterprises with the total amount of VND1.07 billion.
