On the afternoon of December 26, Dong Nai Customs Department held a conference to summarize the work in 2024 and deploy tasks in 2025. Director General of the General Department of Customs Nguyen Van Tho attended and gave a speech at the conference.

The conference was also attended by Deputy General Director of the General Department of Customs Luu Manh Tuong, and leaders of departments and agencies under the General Department of Customs.

According to the report of Dong Nai Customs Department, in 2024, the socio-economic situation in Dong Nai and Binh Thuan provinces is on the path of recovery and has many bright spots. Specifically, foreign investment in the province increased by 17.8% over the same period in 2023; total pledged capital for newly established enterprises and additional capital increased by 28.76%; industrial production continued good growth.

The export market is more favorable; some key industries have seen a significant increase compared to the same period, such as garment production, leather production and related products...

The above achievements and the consistent and timely leadership and direction of leaders at all levels, the determination and urgency in synchronously implementing solutions to carry out key tasks in 2024, have helped Dong Nai Customs Department achieve many impressive results.

Specifically, the number of enterprises carrying out procedures at Dong Nai Customs Department recorded an increase of nearly 600 enterprises, reaching 5,561 enterprises. As of December 15, Dong Nai Customs Department has processed 1.47 million declarations, an increase of 13% over the same period in 2023.

Total import-export turnover reached rose 14% to US$37.3 billion. Total state budget revenue surpassed 7% of the assigned estimate to reached VND 20,090 billion, increased 11% over the same period in 2023.

This result was achieved thanks to the administrative reform and customs modernization solutions at the unit. During the year, the unit issued more than 70 documents to contribute opinions to build and complete the draft legal documents.

Regarding dissemination and education of the law, up to December 15, 2024, the unit had more than 7,458 documents posted on the website to serve the business community; 70,122 documents were uploaded and updated on the internal website of the unit to support document search and update information for professional work. At the same time, the unit organized two business dialogue conferences at the Department level to remove obstacles for businesses.

In addition to administrative reform solutions and business support, Dong Nai Customs Department also effectively implemented technical measures to ensure State management of Customs in the area.

Specifically, in 2024, the unit handled 739 administrative violations in the Customs sector with a fine of over VND32 billion; detected 628 violations through risk control with a total fine of VND30.3 billion; inspected 36 enterprises after clearance, collected nearly VND51 billion to the State budget.

Speaking at the conference, Director General of the General Department of Customs Nguyen Van Tho highly appreciated the achievements of Dong Nai Customs Department in 2025. In particular, the three outstanding aspects of work were: administrative reform, State budget collection and capacity building.

The Director General emphasized that over the years, Dong Nai Customs Department has always been the leading unit in the Customs sector in administrative reform and trade facilitation. The number of problems that Dong Nai Customs Department submitted to the General Department of Customs is very small, showing the effectiveness of the unit's solutions to remove problems.

According to the Director General, the effectiveness of trade facilitation has contributed to improving the local business environment, thereby helping to attract investment, economic growth and increase State budget revenue. "A unit that mainly handles procedures for types of processed and produced goods for export but has a large revenue, ranking 4th in the sector, is a very commendable result. The overall budget revenue of the whole sector has had a great contribution from Dong Nai Customs Department" - Director General Nguyen Van Tho emphasized.

The General Director also highly appreciated the capacity building work of Dong Nai Customs Department, especially the spirit of solidarity, discipline, administrative discipline...

Entering 2025, it is forecasted that the economic situation will have many difficulties, challenges, and potential risks of trade fraud. The General Director requested that Dong Nai Customs Department need to assess and clearly identify risks to have effective measures.

In particular, in the apparatus restructuring work, Dong Nai Customs Department needs to review and evaluate the impact of legal documents when switching to the new model to report and propose to the General Department of Customs; review the information technology system to propose appropriate repairing and upgrading plans.

The General Director also requested Dong Nai Customs Department to pay attention to the personnel organization upon apparatus restructuring, propose appropriate arrangement plans, and ensure the new apparatus operates effectively.

Regarding budget collection, in 2025, the estimated target assigned to Dong Nai Customs Department is VND21,100 billion and the ambitious target is VND22,500 billion, while the import-export turnover strives to reach at least US$40 billion. Accordingly, the unit needs to have solutions to attract investment and prevent revenue loss and combat trade fraud.

In addition to the above tasks, in 2025, Dong Nai Customs Department also needs to closely coordinate with the General Department of Customs to quickly deploy the construction of the Customs headquarters at Long Thanh International Airport, ensuring completion within one year for operation.

Receiving the instructions of General Director Nguyen Van Tho, Director of Dong Nai Customs Department Le Van Thung affirmed the four key tasks of Dong Nai Customs Department in 2025, including: completing the budget collection target; digital transformation; apparatus restructuring according to new requirements and completing the construction of headquarters and implementing Customs activities at Long Thanh International Airport.

In particular, emphasizing that the department will closely follow the instructions of the Ministry of Finance and General Department of Customs on apparatus restructuring, Director Le Van Thung proposed that Dong Nai Customs Department be allowed to pilot the apparatus restructuring according to the new model of the Customs sector.
