Ho Chi Minh City Customs: Exceeded the state budget revenue target by nearly 100 billion VND

According to Ho Chi Minh City Customs Department, as of December 30, 2024, the total state budget revenue of Ho Chi Minh City Customs Department reached VND 130,891.96 billion, reaching 100.07% of the legal target (VND 130,800 billion), exceeding 0.07% (the absolute number exceeded VND 91.96 billion).

Achieving the above results is a great effort of Ho Chi Minh City Customs Department in the whole year of 2024. The unit was assigned a state budget revenue estimate of VND 130,800 billion, equivalent to 89.71% of the estimate for 2023 (VND 145,800 billion), an increase of 7.3% compared to the actual state budget revenue in 2023 (VND 121,192.9 billion).

Right from the beginning of the year, the Party Committee and the Standing Committee of the Party Committee of the Department identified this as a key political task and also extremely difficult in the context of many disadvantages to the economic recovery and development of Vietnam, so the collection of state budget of the whole country in general and of the Customs sector in particular, including Ho Chi Minh City Customs Department, will face many difficulties. Fully aware of the difficulties and challenges, the Party Committee and the Standing Committee have thoroughly grasped, led and directed Ho Chi Minh City Customs Department to closely follow the key work programs and instructions of the superiors, directly the Ministry of Finance and the General Department of Customs, to develop and promulgate programs, action plans, and documents directing the under and directly under units to seriously, synchronously and drastically implement specific tasks and solutions to increase the efficiency of state budget collection, striving to achieve the highest results in implementing the state budget collection task in 2024.

At the same time, Ho Chi Minh City Customs Department pays special attention to the annual theme of the sector and the City, actively promoting procedural reform, modernization, and digital transformation to enhance the effectiveness of state management of customs, while continuing to facilitate trade, taking the satisfaction of people and businesses as a measure to evaluate the quality of service of the unit.

In the context of domestic and international economic difficulties, many imported goods accounting for the main revenue of Ho Chi Minh City Customs have decreased significantly, such as: iron and steel, automobiles, and gasoline, which have greatly affected the revenue results of Ho Chi Minh City Customs Department; along with that, Vietnam has applied 17 FTAs ​​with gradually decreasing import and export taxes, which has reduced the unit's revenue.

In 2024, the Standing Committee and the Department's leaders focused on directing and thoroughly implementing the entire unit to seriously implement customs regulations, processes, and procedures, and at the same time develop, promulgate, and organize the implementation of plans to strengthen and promote customs inspection and supervision on all routes, areas, and customs management subjects. Thereby, on the one hand, it creates maximum convenience for trade flows and supply chains taking place in the management area, on the other hand, it strictly manages the pre- and post-customs clearance operations to ensure that there is no trafficking and smuggling of prohibited goods, conditionally imported goods, counterfeit goods, counterfeit trademark goods, goods infringing intellectual property rights, etc. into domestic consumption.

According to Party Secretary and Director of Ho Chi Minh City Customs Department Nguyen Hoang Tuan, the most difficult task for Ho Chi Minh City Customs Department in 2024 is the collection of state budget. However, with the solidarity, efforts, and determination of the Party Cells and Party Committees, working day and night, even the leaders of customs units went to each enterprise to work to encourage enterprises to invest in Ho Chi Minh City, etc. With this effort and determination, Ho Chi Minh City Customs Department has spectacularly reached and exceeded the assigned target of over VND 130,800 billion

Speaking at the conference summarizing the Party building work of Ho Chi Minh City Customs Department Party Committee last weekend, City Party Committee member and Vice Chairman of Ho Chi Minh City People's Committee Nguyen Van Dung said that in 2024, the world situation had many fluctuations and difficulties affecting the import-export activities of the whole country and Ho Chi Minh City. In that context, Ho Chi Minh City Customs Department was assigned the task of collecting a very large state budget, accounting for 35% of the proportion of the whole sector.

Identifying difficulties right from the beginning of the year, with consistent and drastic direction from the Party Committee, promoting the role of Party members as the core in activities; the inspection and supervision of Party activities were carried out responsibly, thereby stabilizing the situation, building an increasingly better team of Party members, helping the unit carry out assigned political tasks with good results, contributing to the socio-economic development of Ho Chi Minh City.
