Quang Ninh combats taking advantage of e-commerce for smuggling and tax evasion

On November 1, Steering Committee 389 of Quang Ninh Province held a meeting to review the performance of anti-smuggling, trade fraud and counterfeit goods in the first 10 months; and set tasks in the remaining months of the year.

In the third quarter of 2023, law enforcement forces of Quang Ninh province discovered, arrested and handled 659 cases of smuggling, commercial fraud and counterfeit goods. The value of infringing goods was VND5.3 billion, including 99 domestic tax violations, fines for administrative violations of VND27.2 billion, and additional tax arrears of VND64.1 billion.

The force criminally prosecuted 10 cases with 11 subjects, an increase of 150% in the number of cases, and 83% in the number of subjects criminally prosecuted year-on-year.

The report of Steering Committee 389 of Quang Ninh province stated that in the first 10 months, central and local enforcement forces have determined to tackle crimes and customs offenses to effectively control of the area.

The coordination between law enforcement agencies and units continues to receive attention and direction, with coordination results increasing by nearly 10% year-on-year. Violations have been promptly detected, arrested and processed right from the border area, not to be prolonged or incurred to the inland.

As a result, in the first 10 months, the provincial forces have tackled 2,357 cases of smuggling, trade fraud and counterfeit goods, with a value of infringing goods of over VND20 billion, including 507 cases of violations related to domestic tax, fines for administrative violations of nearly VND84 billion, and additional tax arrears of over VND154 billion.

The forces have criminally prosecuted 32 cases, and 43 subjects, fined 2,119 cases and collected VND22 billion from the liquidation of confiscated goods and fines for administrative violations.

At the meeting, members of Steering Committee 389 Quang Ninh deeply discussed the methods and tricks of smugglers and coordination between units; and proposed solutions for implementing tasks in the last months of the year.

At the meeting, Vice Chairman of Quang Ninh Provincial People's Committee Bui Van Khang, Head of Steering Committee 389 of Quang Ninh province, said that in the near future, the smuggling, trade fraud and counterfeit goods in the area still will increase if the law enforcement forces do not strictly control the situation. Therefore, the Steering Committee of 389 Quang Ninh province continues to direct the forces to clearly understand the methods and tricks of smugglers, especially at the end of the year.

On the other hand, localities must strengthen disseminate and encourage local residents, especially border residents, not to participate in smuggling, not to assist in smuggling activities, and to report to the authorities when detecting smuggling. Border government agencies of Mong Cai, Hai Ha, Binh Lieu must coordinate closely with Border Guard and Customs forces.

The Vice Chairman requested units to develop and implement peak plans to fight against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2024. Focus on the target goods such as fireworks, poultry, and petroleum products; manage e-commerce effectively, prevent taking advantage of e-commerce for smuggling and tax evasion,” Mr. Bui Van Khang said.
