According to information from Sai Gon Seaport Customs Branch Zone IV, as of October 14, there are 59 containers of imported goods congested for more than 90 days at Phuoc Long ICD port, from the date the goods arrived at the seaport, but the owners have not completed customs procedures.
Imported goods in containers stated on the manifest are mostly used machinery and equipment, spare parts, hairdressing equipment, etc.
To handle the backlog of cargo, the branch has just notified organizations and individuals related to the backlogged shipments at the port.
The branch cites the provisions of Clause 3, Article 8 of Circular 203/2014/TT-BTC dated December 22, 2014 of the Ministry of Finance, as saying that “The time limit for the goods owner to come to receive the goods is 60 days after the first-time notice is issued. For perishable goods, frozen goods, toxic or hazardous chemicals or goods with under 60 days of remaining shelf life, this time limit is 15 days after the first-time notice is issued”.
Past the time limit, if no one comes to carry out customs procedures, the branch will handle the shipments according to the provisions of Circular No. 203/2014/TT-BTC dated December 22, 2014 and Circular No. 57/2018/TT-BTC dated July 5, 2018 of the Ministry of Finance.
