Supporting businesses and quickly removing difficulties
Developing Customs-Business partnerships in Quang Ninh province has promoted efficiency of the exchange of opinions, support solutions, removed difficulties and created favorable conditions for the business community during customs procedures.
At the same time, helping the business community and stakeholders to know new customs policies and laws, as well as accompany the Customs agency in the process of organizing and implementing short term and long term programs and plans.
Through feedbacks, reviews, and recommendations from businesses, Quang Ninh Customs has provided further to businesses, promptly grasped difficulties and shortcomings to propose solutions on institutional reform, revision of legal documents related to import-export activities to promote import-export activities.
For example, Quang Ning implemented the Pilot Program to support and encourage businesses to comply with customs laws, Quang Ninh Customs Department is considered one of units signing a memorandum of understanding with business soonest.
To date, at Quang Ninh Customs, seven of 15 businesses raised their compliance level from level 3 (Average) to level 2 (High compliance), reaching a rate of 46.6%, of which one business was honored at the 2023 Customs-Business Annual Forum Conference. Not only that, businesses participating in the program also appreciated with the support of Quang Ninh Customs. That is, customs officers have quickly answered questions of businesses through all channels (directly, phone, document, email..) and promptly report to the upper level on problems beyond their power.
In particular, in 2023, Quang Ninh Customs Department continues to deploy the CDCI. This is the 7th consecutive year that Quang Ninh Customs has implemented this initiative and CDCI has become a reliable information channel to capture and quickly answer problems for businesses as well as listen to suggestions, recommendations and feedbacks from the business; helped the Customs agency further improve the quality of service to people and businesses.
By October 15, 2023, there were nearly 350 questions and problems from businesses have been answered by Quang Ninh Customs.
Thanks to the flexible and effective implementation of support activities to businesses, as of October 15, 2023, Quang Ninh Customs has attracted 1,422 businesses to carry out customs procedures at the area (380 businesses in the province 1,042 outside the province); processed 84,314 declarations with a total turnover of US$12.2 billion, up 42% in number and 3% in value year-on-year.
Quang Ninh Customs Department earned VND13,268.63 billion, up 12.28% year-on-year; exceeding 15.38% of the target assigned by the Ministry of Finance (VND11,500 billion); reaching 110.57% of the target assigned by the Provincial People's Committee (12,000 billion VND). This is one of the few units that early completed and exceeded revenue targets.
Effective implementation at the grassroots level
As noted by reporters, border gate customs branches such as Hon Gai, Cam Pha, Mong Cai, Hoanh Mo have implemented flexible ways to provide timely support to businesses.
As at Mong Cai Border Gate Customs Branch, the branch has regularly worked together with businesses to remove problems in production and business activities. The branch also organized working groups to work with businesses in Hai Ha and Hai Yen Industrial Parks (Hai Ha district, Quang Ninh), as well as contact with potential foreign provinces (Hai Phong, Hung Yen and Ho Chi Minh City...) to exchange information, promptly and accurately grasp policies that businesses are interested in, and receive recommendations and suggestions from businesses.
In addition, this branch has assigned officers to support each group of businesses to ensure close and timely support. As a result, by early October 2023, Mong Cai Border Gate Customs Branch had 907 businesses registering for procedures, of which 467 new businesses.
At the Hon Gai Port Border Gate Customs Branch, this Branch has organized many meetings and dialogues with businesses to promptly listen, grasp and support in solving problems for businesses. In addition, the branch organized working groups to work with 28 businesses with a large number of declarations, turnover, and revenues to remove difficulties for businesses. In addition, the branch also organized working groups to work and encourage 18 businesses with a large flow of goods and revenue to carry out procedures in Quang Ninh province.

As of October 10, 2023, Hon Gai Port Border Gate Customs Branch had 367 businesses doing customs procedures. Among the above businesses, there are 93 new businesses. According, the revenue of the branch exceeded the assigned target in 2023.
