According to Ho Chi Minh City Police, 7 shipments of nearly 7,600 tons of animal protein powder are evidence of the case of "smuggling", " bribery”, "abusing positions and powers while performing official duties" occurring in Ho Chi Minh City and a number of provinces and cities across the country according to Decision to prosecute the case No. 969-01/QD-VPCQCSDT-Đ4 dated August 31, 2023 and Decision to supplement the decision to prosecute the criminal case No. 4925/QD-VPCQCSDT-Đ3 dated April 17, 2024.

The above evidence is imported animal protein powder as raw material for the production of animal feed and aquatic feed. However, raw material for the production of animal feed and aquatic feed have expired.

The above-mentioned evidence in the case was seized by the Investigation Police Agency - Ho Chi Minh City Police and handled by listing for sale to be used as raw materials for fertilizer production.

The selling price is 2,474 VND/kg. This unit price is the unit price for selling in the original condition at the storage location, including VAT (if any), excluding other related taxes and costs (if any).

The above evidence is stored in 7 warehouses in Ho Chi Minh City, Binh Duong, Long An, Dong Nai and Hai Phong.

According to the reporter's investigation, regarding the Decision to prosecute the criminal case No. 969-01 dated August 31, 2023 of the Ho Chi Minh City Police Department mentioned above, on August 25, 2023, Ho Chi Minh City Police inspected 2 shipments as declared: 10 containers of imported pig red blood cell powder originating from France (a commodity that is not eligible for import to Vietnam) with a volume of 117 tons, worth over VND3.2 billion through the SP-ITC international container port by Hoang Sa Nutrition Import-Export Company Limited (address: Ben Nghe Ward, District 1, Ho Chi Minh City) named on the import customs declaration.

The actual investigation results determined that the goods in the 10 containers above were bovine red blood cell powder produced at the VAPRAN SAS production facility in France, imported by Hoang Sa Company (owned by Tran Nguyen Binh and Do Thuy Nhung) under a sales contract with CERESOS PTE LTD Company, with fake French quarantine certificate (H/C); colluded with officers of the Port - Post Office Animal Quarantine Station and the Veterinary Branch of Region VI to produce quarantine results that meet customs clearance conditions.

The initial investigation results showed that in addition to Hoang Sa Company, Binh and Nhung also established many other companies to import these goods.

Using the above legal entities, Binh and Nhung illegally imported red blood cell powder and bone meal products of ruminants (cows, sheep, etc.) from European countries that are not allowed to enter Vietnam to sell to factories and animal feed processing plants in Vietnam.

In just 8 months of 2023, Binh and Nhung successfully imported more than 77,400 tons of goods, worth more than VND 950 billion.
