Enterprises give positive feedback
On June 28, Quang Ninh Customs issued a plan to implement tasks and solutions to improve DDCI and the Customs Department Competitiveness Index (the CDCI) in 2023.
Quang Ninh Customs Department strives to maintain the leading position in the DDCI, the scores of the component indexes are higher than in 2022, without criteria of less than five scores; continues to fully and effectively tasks and solutions on improvement of the business investment environment and raising the competitiveness index; upholds the attitude of serving businesses and investors; innovates and improves management quality, expedites digital transformation in serving and supporting and developing businesses, promoting import and export, exit and entry activities across the area, contributing to social economic development of the province and improvement of the PCI.
32 units, 13 of 13 localities and 19 departments and local government agencies participated Quang Ninh’s DDCI in 2022. Quang Ninh Customs Department is the only unit to hold the top position in the DDCI for five times.
In 2022, Quang Ninh Customs Department topped the DDCI, with a total score of 85.05 (up 6.57 scores compared with 2021). Three of eight component indexes ranked first of 19 departments and agencies; four of eight component indexes ranked second of 19 departments and agencies and one of eight component indexes ranked fourth of 19 departments and agencies.
The administrative reform index in 2022 of Quang Ninh Customs Department reached 93.59 points, and ranked third of eight of central agencies located in the province reaching the same level in 2021. The component indexes for task performance assigned by the Provincial People's Committee have been significantly improved compared with 2021; the satisfaction index of organizations and individuals about the Satisfaction Index of Public Administration Services (SIPAS) reached 95.71%.
Every year, Quang Ninh Customs Department maintains a survey to improve the CDCI. The CDCI survey results in 2022 have received positive feedback from businesses. 98% of surveyed businesses have satisfied with the service quality of the customs branches. The scores of the customs branches increase by 3.06 points compared with 2021 to 93.81 points. The difference in scores shows that the customs branches have enhanced the quality of administration, performed tasks effectively, created favorable and equal business environment and have been satisfied by the business community.
To achieve this positive results, the department has followed the direction of the local government on improving the responsibilities, effectiveness and efficiency of management and administration of departments, agencies and localities; made great effort to include the goals of administrative reform, improvement of business investment environment, and enhancement of competitiveness into the Resolution of the 13th Party Congress of Quang Ninh Customs Department term 2020-2025.
The department has focused on promoting breakthrough solutions and initiatives, creating positive changes in administrative reform, especially supporting and accompanying businesses with the motto “Action together- Develop together”. The department has reformed dialogue method comprehensively, diversified approach, created positive effects for enterprises by organizing specialized conferences at department levels, 13 conferences at branch level and establishing working delegations led by the department’s leaders to directly contact at the headquarters of enterprises, production facilities of enterprises inside and outside the province.
Maintaining the top rank
Recently, on August 4, Quang Ninh Customs Department held a conference to implement solutions to improve the CDCI, the DDCI, PAR Index and the SIPAS in 2023. The department sets the key goal of maintaining the top rank and increasing DDCI component indexes in 2023, contributing to improving the province's PCI index with great efforts and determination from grassroots units.
The Department has proactively and flexibly implemented appropriate solutions and assigned responsibilities of individuals, teams/groups to effectively inspect and perform. Managers of branches take full responsibility for the commitment to improve the shortcomings, limitations, and raise indexes with low scores; regularly request officers to implement DDCI, CDCI at the branches, with the goal of increasing scores in all surveyed CDCI indicators compared with 2022.
Quang Ninh Customs Department requests branches to implement direct dialogue with enterprises; promptly solve difficulties and problems for enterprises effectively, especially enterprises in industrial parks, enterprises newly granted investment licenses... to avoid prolonging the solving problems for enterprises. At dialogue conferences with businesses, branches need to integrate the content of policy and legal dissemination, development orientations of the Customs sector and locality, etc., so that enterprises can grasp timely information, contributing to assessing issues related to the competitiveness index.
