Currently, the Customs online Supervision Department (Anti-Smuggling Investigation Department, General Department of Customs) is assigned to manage 3 mobile supervision vehicles since the beginning of 2016.The mobile supervision vehicle has modern camera systems (with extensive visibility, up to 7 meters high) which collect and transmit image data directly from the port area, ICD, warehouses to the General Department of Customs. Not only supervise the status quo of cargo, mobile supervision vehicles also handle many cases of smuggling and trade fraud effectively serving as deterrent effect, prevention and stopping violations. Data has demonstrated, in the port area of Ho Chi Minh City and Hai Phong, that Customs violations have significantly reduced.

Most recently, mobile supervision vehicles were involved in plan number 7790/KH-TCHQ dated 11-8-2016 of the General Department of Vietnam Customs on "Strengthening the control of high-risk containers at the area of Ho Chi Minh and Hai Phong. The use of mobile supervision vehicles to organize the supervision of the actual inspection of goods at the Customs branches found many violations in the province of Hai Phong and Ho Chi Minh City, focused on the acts of false declaration of goods name, type, origin and ineligible import goods.

For example, for detecting violation shipments in container number 101108166130 of Nong Ngu Nhat An Limited Company (located at No. 79, Block B, Hamlet 2, Yen My, Ben Luc, Long An). Cargo containers from Hakata port (Japan) to Cat Lai port, HCM city on 22-8-2016, import declarations was opened by the Company in the form of consumer business at Saigon port KVI Customs branch (Customs Department of Ho Chi Minh City) on 1- 11-2016. The enterprise declared agricultural tractors, lawn mowers, air compressors, saws, generators, hand tillers, generators are all used and allowed import.However, in the area of Cai Lai, the Online Customs Monitoring Division collaborating with Saigon port KVI Customs Branch and the Police Department of smuggling prevention (C74-Ministry of Public Security) inspected that many cargo containers are improperly declared (on the list of goods banned from import under Decree 187/2013/ND-CP dated 20-10-2013). Inspection results show that, authorized forces discovered 40 used air conditioners disguised inside the commodities as the company declared.

Similarly, mobile supervision vehicles joined to handle import containers from France to Vietnam containing large quantities of goods without Customs declaration. Illegal goods were packed in containers number CMAU0005645 (from Le Havre port, France to Hai Phong port) transshipped from Haiphong port to ICD Tien Son (Bac Ninh) according to independent shipping declarations number 50057473940 on 5 -10-2016 of Maritime Development joint stock company.The shipment had registered import Customs declaration number 101066908021 by Sao Mai International Trade Company on 5-10-2016 at Tien Son inland port Customs Branch (Customs Department of Bac Ninh). Inspection results buy Customs forces showed a vast amount of used household commodities and watches apart from a few cosmetics that the company declared.

On implementation of Plan number 7790, Customs forces noticed some high risk target commodities imported to Vietnam through Ho Chi Minh city. These items included machinery, used equipment, used specialized motorcycle imports from Japan and United States; grocery, consumer imports from China. The goods owner had arranged for packing in China to import to Vietnam through Saigon KV1 port as well as different localities in Ho Chi Minh city. Customs forces established a list of companies, key commodities and applied risk management strategies, and Red channel (actual inspection of goods) to regulate the declaration of enterprises. Thus, a number of companies have used the method of additional declaration and pay the added tax after Red channel declaration has and the actual inspection of goods.
