The pilot implementation period is from November 1, 2023, to April 30, 2024, to fresh agricultural products.
Specifically, trucks carrying export goods can carry imported goods after delivery and vice versa. However, the trucks only bring one type of goods, not many different goods at the same time.
Delivery and loading and unloading areas for importing vehicles and returning vehicles transporting goods on the return trip must be in customs inspection and supervision locations in the border gate area.
For exporting vehicles, loading and unloading are implemented at KB1 yard. In case the KB1 yard is overloaded, goods are loaded and unloaded at export parking lot No. 3.
Enterprises participating in the pilot implementation of two-way cross-border transportation of goods must fully comply with the relevant regulations of each side regarding drivers, means of entry and exit, and import and export goods;
Comply with obligations on fees, charges, and service prices for vehicles carrying exported and imported goods according to current regulations.
Means of transport participating in the two-way cross-border transportation pilot are required to meet international freight transport conditions. “International car transport license”, “International transport badge”, insurance and medical quarantine procedures can be checked once and conduct two-way transport of goods across borders, “One vehicle, one certificate, one return trip” in effect…
During the pilot period, agencies and units in the border gate area are responsible for supporting businesses.
The Lao Cai Economic Zone Management Board supports businesses from both sides to exchange vehicle and goods information with each other to deal with related works during the pilot implementation. After the project is put into stable operation, businesses from both sides will discuss and agree on implementation. In addition, the Lao Cai Economic Zone Management Board presides over and works with the Hekou Border Gate Management Board (China) to deal with problems arising during the pilot implementation process.
Lao Cai International Border Gate Customs Branch (Lao Cai Customs Department), guides and supports export and import enterprises to register goods inspection and supervision locations according to regulations.
Lao Cai Border Guard Station channelizes vehicles participating in the two-way freight transport pilot.
On November 2, 2023, the leader of Lao Cai Border Gate Customs Branch said that the branch conducts customs clearance for 50-70 vehicles carrying exported goods and more than 300 vehicles carrying imported goods per day on average. Goods processed at the unit are mainly traditional items related to agricultural products. |
