Ha Nam Ninh Customs Department promotes dialogue and removes difficulties for enterprises

VCN – On May 10, Ha Nam Ninh Customs Department Customs- Business dialogue conference with more 130 processing enterprises in three provinces of Ha Nam, Nam Dinh and Ninh Binh to remove difficulties in implementing Customs policies and regulations.

Supporting enterprises anytime and anywhere

According to Ha Nam Ninh Customs Department, as of April 30, 1,335 enterprises registered to carry out customs procedures at the department with the total trade in goods of US$10.9 billion. Of which 134 processing enterprises opened 79,512 declarations with the import and export turnover of US$ 5.4 billion, increasing by 46% year-on-year.

Currently, 860 enterprises have carried out customs procedures in the area managed by Ha Nam Customs Branch, including 127 processing enterprises, accounting for 46% of total processing and export production enterprises.

In the first four months of the year, processing enterprises registered 73,750 declarations, reaching 66% of the total declarations in the area.

At the conference, Ms. Nguyen Thu Nhieu, Director of Ha Nam Ninh Customs Department said that the conference aims to understand problems of processing enterprises, thereby providing solutions to remove difficulties and facilitate enterprises to achieve the goal of long-term stable development.

The Director said that the department has made great efforts in task performance to better support enterprises and the organization of the conference aims to accompany enterprises and promote the Customs-Business partnership. Through the conference, the department hopes to understand problems related to customs procedures, inspection and supervision for processing activities to implement solutions and propose competent agencies to remove difficulties for enterprises.

“From 2024, the department has reviewed and recommended enterprises in carrying out customs process. This is one of outstanding achievement in accompanying and instructing enterprises to understand regulations and limit customs violations” the Director said.

Attending the conference, Vice Chairman of Ha Nam Provincial People's Committee, Tran Xuan Duong said that in 2023, in the context of general difficulty, enterprises suffered from many problems. However, motivated by great efforts, the business community has achieved impressive results.

In 2024, the socio economic growth rate in the province has seen positive results. Ha Nam Province considers the investment cooperation as a key task to promote socio-economic development.

Therefore, the local government has provided preferential and supportive policies to attract investment in industries with advantages such as mechanical industry, processing, manufacturing, supporting industries, and manufacturing components and assembling electronic equipment, producing consumer goods, agricultural production applying high technology...

Notably, Ha Nam province always cooperates and accompanies investors and enterprises and hope that the businesses and processing enterprises will choose the province as the destination for investment and development in the near future, Mr. Tran Xuan Nhuong said.

Removing problems

At the conference, representatives of Ha Nam Ninh Customs Department spoke about regimes of processing enterprise, tax policies, regulations for processing enterprises, customs regulations for products of processing enterprises.

At the conference, enterprises have arisen questions related to customs procedures for imported products for repairing and changing of use purpose; exported goods of processing enterprises that must be reimported and sold these goods for other partners.

Many processing companies asked that many their partners need to buy raw materials, whether the companies are allowed to sell the products or not?. Whether the companies are allowed to buy products from the domestic enterprises using VAT invoice for on-site exports, or allowed to borrow raw material from other processing companies ….

In addition, some companies asked about contents related to the handling and destroying scraps, waste of processing enterprises; customs procedures and tax regulations for imported raw materials for manufacturing and building facilities and office of processing enterprises; customs procedures for goods traded between the two processing companies, and between the processing companies with the domestic company…

Companies also mentioned problems related to procedures for hiring warehouse and facilities by processing enterprises for production; hiring domestic companies for processing; implementing processing contract for partners…

The questions raised by processing companies have answered and instructed by the department’s leader at the conference. The leader noted that processing companies should understand customs regulations to avoid error and violation in processing operation.

The leader of Ha Nam Ninh Customs Department has directly answered more than 40 questions in customs processes, thereby helping the enterprises update new customs policies and removing difficulties for them in customs processes and practical operation.
