Hai Phong Customs and Police authorities effectively coordinate to tighten national security

Ensuring security, safety and trade facilitation
The signing ceremony was attended by Deputy Secretary of Hai Phong Party Committee, Chairman of Hai Phong People's Committee Nguyen Van Tung, Vice Chairman of Hai Phong People's Committee Le Khac Nam, Director General of Vietnam Customs Nguyen Van Can, Director of Hai Phong Customs Department Nguyen Duy Ngoc, Major General Vu Thanh Chuong, Director of Hai Phong City Police.
According to the report at the signing ceremony, the two units have well advised, effectively performed work and achieved comprehensive results.
The coordination, information exchange and verification and establishment of special plan have been improved and promoted effectiveness, especially the fight against smuggling, drug-related crimes, trade fraud….

Regarding performing tasks in the near future, Director General said that requested the two authorities to effectively implement contents in the Coordination program between the Ministry of Finance and the Ministry of Public Security, directions of the leaders of Hai Phong City, leaders of the General Department of Vietnam Customs and the contents of the Coordination plan.
The Director General required Hai Phong Customs Department to continue sharing information and proactively coordinate from the first stage to combat violators and not affect the investment attraction and import-export activities. “This is the coordination plan in accordance with the Party's policies, the Government's direction and Hai Phong City's” Director General Nguyen Van Can said.
On behalf of the leaders of the two units, Director of Hai Phong Customs Department Nguyen Duy Ngoc fully followed directions of the Director General and expressed his determination effectively perform tasks.
“Continuing the achievements over the past years, all Police and Customs officers will strengthen coordination, information exchange in inspection, control and handling cases of smuggling and illegal transportation of goods across borders, money laundering, and anti-terrorism, terrorism financing, and other Customs offences to successfully carry out tasks...”, said Director Nguyen Duy Ngoc.
Effectively cooperate
Reporting on the process of building a Coordination plan, the Diretor of the Hai Phong Customs Department said that implementing the Coordination program No. 01/CTPH-BTC-BCA on continuing to implement Joint Circular No. 85/2016/TTLT-BTC-BCA dated June 20, 2016 regulating coordination in protecting national security and ensuring social order and safety in the Finance field for 2022-2025” signed by the Minister of Finance and the Minister of Public Security on December 28, 2022, the two sides have developed a coordination plan in line with the Coordination program No.01.
In addition, the Coordination plan has closely followed the actual work requirements and in line with the reality to improve the effectiveness of control and prevention of crimes.
The plan stipulates the purpose, scope, objects, principles, and forms with seven coordination contents that are signed between the Ministry of Finance and the Ministry of Public Security.

In the recent five years, the two forces have cooperated to investigate and verify 89 cases of smuggling, trade fraud, illegal transportation of goods across borders, trafficking of counterfeit goods...; prosecuted 77 cases and 32 defendants with the damaged property of about VND35.22 billion; collected and remitted VND22.45 billion to the state budget, imposed administrative fines of over VND240 million.
The two forces have tackled 13 cases and arrested 22 suspects for storing and trafficking of drugs.
Hai Phong Customs Department has gained many outstanding achievements on anti-smuggling, contributing to the overall results of the whole sector. Notably, in 2023, the two forces have arrested four cases with 8.3 tons of smuggled ivory smuggled from Africa, weighing 7.6 tons ivory and ivory products. In the field of drug prevention and combat, the forces bust 1.3 tons of synthetic drugs (2023), seized 665 kg of marijuana (2020), seized 80 packs of heroin (2019); and seized 2.5 tons of Khat leaves (2018). |
