Maintaining the top in the group

Hai Phong City People's Committee has issued Plan No. 243/KH-UBND on improving the provincial competitiveness index (PCI) in 2023 - 2024. The plan focuses on improving scores and rankings of three PCI sub-indices including: Informal charges, Proactivity, and Business Support Policy.

Among the sub-indices, there are many sub-indices related to Hai Phong Customs Department such as: entry costs with 7.5 points or more ranked 40th or more; transparent business environment with 7 points or more ranked 21st or more; Time Costs with 8 points or more ranked 20th or more.

The plan focuses on strongly improving scores for 3 indicators of the Time Costs sub-indices: friendly officer; businesses not having to move many times to complete procedures; Simple procedures, and striving to increase the ranking by 5-10 places in 2023.

In addition, Hai Phong City is determined to expedite the “digital transformation”, creating momentum for a breakthrough in improving the business investment environment, enhancing competitiveness and administrative reform in the city; strengthening dissemination to enhance the role and position of the city.

To uniformly and effectively implement Plan No. 243/KH-UBND of Hai Phong City People's Committee, on October 13, Hai Phong Customs Department issued Plan No. 9856/KH-HQHP to perform in the whole department. The department aims to increase the PCI score to 71 points or more; and maintain Hai Phong city's PCI ranking among the top in the country and group of localities with good economic management quality.

Supporting the business

To achieve the goals, Hai Phong Customs Department has performed tasks and solutions, and directed subordinate units and officers to be innovative and creative, and perform in the spirit of “innovation - creativity - transparency - fairness - accompanying business”.

It is necessary to make strong changes in attitude, and responsibility, increase initiative in performing tasks; and communicate with people and businesses in the spirit of "support - listen - understand - friendliness - enthusiasm" and the working motto of "dedicated guidance - polite attitude - agile working style" of Hai Phong Customs officers.

Hai Phong Customs Department also requires units to raise awareness and responsibility of officers about the importance of the PCI for the city’s development and position.

Diversify and innovate methods of supporting businesses in the customs process. The support needs to be done effectively.

Another important solution is to provide wholly online public service and non-cash payments; drastically promote administrative reform, simplify procedures, and promote the use of public postal services; maximize the application of information technology in implementing tasks.

Provide diverse and timely information for businesses to effectively use the Electronic Information Portal of Hai Phong Customs Department; resolve difficulties and problems of businesses through organizing business dialogue in many new forms; continue to build trust between Customs authorities and the business community...

According to the PCI 2022 survey results of the Vietnam Chamber of Commerce and Industry (VCCI) and the United States Agency for International Development (USAID), Hai Phong city's PCI ranked 3rd out of 63 provinces and cities; ranked 2nd out of 11 provinces and cities in the Red River Delta, reaching 70.76 points, up 0.15 points, but down 1 place compared to 2021.

This is the 5th year, Hai Phong ranked in the top 10 provinces and cities in the country and in localities with good economic management quality.
