Quang Tri Customs: Revenue from imported coal plunges

Nurturing traditional revenue sources

By the end of September 2024, Quang Tri Customs Department collected VND 787.39 billion, reaching 82.88% of the assigned target, down 3.18% over the same period last year.

To October 31, 2024, Quang Tri Customs Department collected VND 861,511 billion, reaching 90.69% of the target assigned by the Ministry of Finance and the People's Council of Quang Tri province (VND 950 billion), down 0.9% over the same period in 2023.

In particular, Lao Bao Border Gate Customs Branch reached VND 351,529 billion; La Lay reached VND 404,242; Cua Viet port reached VND 100,136 billion.

According to the analysis of Quang Tri Customs Department, the decrease in revenue is because some items that have contributed to large revenue in recent years are decreasing.

For example, coal imported through La Lay international border gate, accounted for over 60% of the total budget revenue of Quang Tri Customs Department in 2023 (equivalent to more than VND 480 billion). However, by the end of September 2024, imported coal contributed more than VND 316 billion, accounting for more than 40% of total budget revenue, down 22.85%.

Followed by imported wood products of all kinds, contributed more than VND 82 billion, down 7.5%; sugar contributed nearly VND64 billion, down 9.75%...

Although some revenue sources decreased sharply, the bright spot in the budget collection of Quang Tri Customs Department came from items such as gypsum, rubber, machinery and equipment, energy drinks...

In which, the revenue from items such as energy drinks reached more than VND100 billion, up 31%; rubber reached more than VND29 billion, up 127.23%; gypsum contributed VND25.84 billion, up 77.75%; machinery and equipment contributed nearly VND20 billion, up 1,551.97%.

In 2024, the Quang Tri Customs Department was assigned by the Ministry of Finance, the General Department of Customs and the Provincial People's Council a state budget target of VND 950 billion, an increase of 46.15% compared to 2023.

Determining that this is extremely heavy task amid many economic and social difficulties, Quang Tri Customs Department has directed developed a plan to implement the budget collection work, as well as prevent budget loss associated with the actual situation at the unit.

In parallel with assigning estimates to each border gate customs branch, the unit has conducted post-clearance audit work; strengthened information to serve post-clearance audit; and fought against smuggling and illegal transportation of goods in the area.

The leader of Quang Tri Customs Department also focused on directing the assessment and forecast of import-export situation and factors affecting revenues to have measures to nurture traditional revenues, expand new sources; assigned all civil servants and employees in the unit to strive to complete the budget collection task in 2024.

At the Lao Bao, La Lay border gate customs branches, Cua Viet port organized meetings with enterprises to grasp revenues, closely follow the implementation of projects, import-export activities of enterprises to have plans, proposals and implement budget collection tasks close to the actual situation at the unit.

Continue to accompany enterprises

To complete the budget collection target in the last month of the year, Quang Tri Customs Department is continuing to implement the plan to exploit the potential and advantages of the East-West Economic Corridor (EWEC) and the Economic Corridor parallel to EWEC (PARA EWEC);

Advise and propose to the leaders of Quang Tri province solutions to promote the competitive advantages of Lao Bao and La Lay international border gates, focusing on upgrading and accelerating the progress of infrastructure construction, especially through La Lay international border gate to promote and increase the flow of goods and vehicles through the border gate.

The unit continues to review and check the names of goods, codes, and tax rates during and after customs clearance to handle cases of incorrect declaration of codes, disguised declaration of goods names, or unclear and incomplete declaration of goods names to apply low tax rates or enjoy special incentives.

At the same time, the unit has conducted value checks on goods and businesses with high value risks, avoiding missing shipments with undervalue, unreasonable price declaration without timely consultation and handling.

At the same time, the unit has deployed measures to combat smuggling and trade fraud, especially the peak of fighting against smuggling, trade fraud, and illegal transportation of goods across the border for sugar item.

Strengthen information collection, implement post-clearance inspections, specialized inspections, minimize the exploitation of loopholes before and during customs clearance to commit fraud and tax evasion; closely inspect and review tax exemption, tax reduction and tax refund, ensure tax exemption, tax reduction and tax refund for the right subjects and in accordance with regulations.

All Quang Tri Customs officers have upheld the sense of responsibility in performing public duties through sharing and accompanying the business community. In particular, supporting and creating maximum convenience for businesses from the stage of declaration and tax payment while still ensuring supervision and management in accordance with legal regulations; reporting difficulties in customs clearance process to promptly resolve and remove obstacles for businesses.
