Customs sector focuses on the law on anti-corruption
According to the General Department of Customs, in recent years a program propagating and disseminating the law on anti-corruption has been implementd.
The United Nations Convention on anti-corruption in officials and people from 2012-2016 issued with Decision No. 4061/QD-BTP of the Minister of Justice, and documents guiding the implementation of the program by the Ministry of Finance every year have been put in place.
The Ministry of Justice, together with the General Department of Customs has deployed information and documents about the legal implications of corruption, and about the United Nations Convention on anti-corruption for officers in the sector. Thus, enhancing the knowledge and awareness of officers in the sector about prevention of corruption.
General Department of Customs requests Heads of branches to implement propagation and dissemination of the contents of Article 10 of the law on legal popularization and education relating to anti-corruption
The General Department of Customs stressed that the sector has complied with the laws on anti-corruption; noting that anti-corruption is covered by policy and legislation in the Customs field .
According to the General Department of Customs, this program must be implemented in 2016, therefore, the General Department of Customs requests Heads of branches to implement propagation and dissemination of the contents of Article 10 of the law on legal popularization and education relating to anti-corruption.
In particular, the General Department of Customs recommends that units organize propagating, disseminating of the legal content specified in Section 1 of Part III of the program (see Website of the Ministry of Justice), which focuses on propagating and disseminating the content of the United Nations Convention on anti-corruption; the Law on Anti-Corruption and documents detailing and guiding the implementation; Prohibited acts for customs officers specified in Paragraph 1, Article 10 of the Customs law 2014; Prohibited acts; the provisions of the Criminal Code in 2015 related to crimes of corruption; provisions on handling of administrative violations in the law field on anti-corruption; the Law on Citizens, the Law on Denunciations; information on the implementation of the law on anti-corruption, results summarized of 10 years of implementation of anti-corruption; and experience in anti-corruption in the world.
The General Department of Customs stressed units actively choose forms of propaganda, popularization of laws on anti-corruption to suit the characteristics and situation of their units, ensuring effective, practical focus on the forms of communication and dissemination, such as publicly available administrative procedures, charges and fees; discuss thoroughly in party meetings, associations, agencies meeting and units; strengthen dialogue with enterprises in import-export activities as prescribed by law and industry .
