According to the General Department of Vietnam Customs, the Customs in collaboration with the Department of Science and Technology have carried out the review and applied HS codes on the list. Finally, the two sides have agreed the HS code on the list of domestic goods and imported goods, which must comply with the quality assurance and technical regulations before clearance under the management of the Ministry of Industry and Trade.
After reviewing the list, the General Department of Vietnam Customs said that there are specific products which do not need be to managed. For example, for textile products (as defined in the Circular 37/2015/ TT-BCT regulating limits and levels of formaldehyde and aromatic amines from azo dyes in textile products), some products such as "silk yarn and fibres separated from silk waste, for retail sale", "wool or fine animal hair, packed for retail sale", "fibre made of coarse animal hair or tail feathers or horsehair (including yarn from horse tail or horsehair), put up for retail sale or not", etc.
The General Department of Vietnam Customs proposed not to manage the products above, because they are natural products and as the kind of materials (not woven yet) which needs to be managed as specific descriptions. Or for goods are "made of cotton sewing thread, put up for retail sale or not", the General Department of Vietnam Customs also proposed not to manage because the surface is negligible.

Based on the results of review in authorized agencies, the General Department of Vietnam Customs is proposing the Ministry of Industry and Trade to publish the list above.
