In recent times, many legal documents were issued by ministries and agencies which have no HS codes, or a list of HS but not updated in line with the list of imported and exported goods as per the current import and export tax list. To facilitate import and export activities and the automatic management by Customs authorities (VNACCS/VCIS System), the General Department of Customs has coordinated with ministries and relevant agencies to review and apply codes for the import and export tax list to specialized management.

Particularly from 2015 to date, the General Department of Customs has coordinated with the ministries of specialized management to organize 6 seasonal working periods and full time working periods to review the application codes to the list of professional management goods and professional inspection to facilitate import-export activities.

As a result, the total number of goods which have applied the code from 2015 to June of 2016 is 20,000 commodities.

However, there are still many specialized management lists are announced by ministries and agencies which do not match the list of Vietnam’s import and export goods and current tax list.

Currently, the General Department of Customs is working with the Ministry of Agriculture and Rural Development, Ministry of Health, Ministry of Industry and Trade to review a list of 9 exported and imported goods in the fields of quality control, food safety testing, technical standards, licenses etc.

Ther is work to also to review legal documents of professional management advisory issued under the request and direction of the Government in Resolution No.19-2016 / NQ-CP towards minimising the list of goods which need to be inspected at the border, removing quality control, food safety, energy efficiency and others from cargo clearance to post clearance to reduce cargo clearance times and facilitate import and export activities.
