According to Nguyen Tu Quynh, Chairman of the People's Committee of Bac Ninh province, this Dialogue is to remove obstacles for enterprises in the field of tax and customs and help Bac Ninh authority have the opportunity to listen, understand and share difficulties of enterprises, contributing to leading Bac Ninh province towards the target of developing a facilitating authority and creating powerful businesses which comply with laws and become a factor promoting socio-economic development.

At the Dialogue Conference, Mr. Nguyen Manh Hung, Deputy Director of Bac Ninh Customs Department emphasized that Bac Ninh Customs always determined the establishment of partnerships with businesses as an important task to promote production and business and stabilize the macro economy of the province. As a result, the problems between Customs and enterprises had been resolved by Bac Ninh Customs on the principle of transparency, publicity and uniformity in understanding, so as raising the importance of the partnership.

The target of reducing customs clearance time and saving costs is the desire of the business community. Understanding this, Bac Ninh Customs Department always serve businesses with commitment "Professionalism - Transparency – Efficiency". Accordingly, dialogue conferences are organized frequently so that businesses can have the chance to reflect on problems related to import-export management mechanisms and policies, customs procedures and the attitude of customs officers when carrying out public duties.

In addition, Bac Ninh Customs Department also introduces measures to support and facilitate businesses such as authorized economic operator program; the development of the network of customs procedures agents; compliance assessment for enterprises. To this date, 10 businesses under the management of Bac Ninh Customs Department are recognized as authorized economic operators.

Moreover, the leaders of the Customs Department of Bac Ninh province always focus on the prevention and combat against negative behaviours, harassment and trouble with customs officers. This is concretized by the regular inspection of public duty performance to promptly rectify and prevent acts of harassment and negativity, contributing to building a clean and strong customs force. Thereby, making a strong change in the whole staff in terms of attitude, responsibility, working style; changing the awareness and action daily from "managing businesses" into "serving businesses””; building the working style of the units under and attached to the Customs Department of Bac Ninh province towards friendliness, professionalism and maximum facilitation.

Through programs carried out by the customs authorities, the business community appreciates the solutions and benefits from the cooperation mechanism. At present, Bac Ninh Customs Department has implemented four solutions, including: Information, consultation, participation and cooperation. In which, well implementing the propaganda, dissemination of law, guiding, supporting, answering problems as well as receiving and responding to comments of the business communities, and enhancing consultation and cooperation. Commitment to provide maximum support for enterprises is the promise that Bac Ninh Customs Department has been carrying out.

At the dialogue conference, dozens of questions, comments and recommendations of enterprises have been answered directly by the leaders of Taxation Department and Customs Department of Bac Ninh province, especially the problems related to tax procedures, such as receipt of tax declaration documents, purchase of invoices, registration of self-printed invoices. In the field of customs, the questions are around the contents of VAT refunds, overpaid tax refunds, one-time price ruling, tax calculation for imports then export, tax exemption for imports to create fixed assets.
