Recently, the Customs agency has been considered one of the leading agencies in reform, support, trade facilitation and easing the flow of import and export goods. What do you think about this?
I think that Vietnam Customs' recent efforts to reform, support and clear the flow of import and export goods have been highly appreciated in creating favorable conditions for trade and attracting investment. The breakthrough efforts of reforming administrative procedures and applying information technology in goods management and supervision have contributed to reducing time and costs for the business community in general and for business activities. Hyundai Thanh Cong's business and production in particular, thereby improving the efficiency of import and export activities.
Among them, the most obvious measures include: implementing the VNACCS/VCIS automatic customs clearance system, reforming specialized inspection, and strengthening cooperation between relevant agencies, demonstrating the Customs's commitment in supporting the business environment.
In particular, Ha Nam Ninh Customs Department has made significant improvements in minimizing procedural barriers and enhancing risk control, thereby attracting more businesses to do customs procedures.
In general, the reform efforts of the Customs Agency in general and the Ha Nam Ninh Customs Department have brought positive results, contributing to promoting continuous growth and promoting the competitiveness of the economy.
Can you explain more clearly the strong and clear changes in administrative procedure reform, connection, support, guidance and removal of problems arising for the business community of the Customs agency and at the Ha Nam Ninh Customs is demonstrated through which activities?
In recent years, Ha Nam Ninh Customs Department has made many specific moves to reform administrative procedures, strengthen connections and support the business community.
For me, Ha Nam Ninh Customs has effectively implemented 6 outstanding measures, specifically:
Firstly, Ha Nam Ninh Customs has actively applied the VNACCS/VCIS System, allowing businesses to carry out customs procedures, specialized inspections and other procedures at a single point. This helps reduce time and costs for businesses while increasing transparency.
Second, the Customs agency's widespread use of information technology in customs processes has helped optimize document processing and risk management, minimizing waiting time for businesses.
Third, Ha Nam Ninh Customs regularly organizes training sessions and seminars to guide and update businesses on new regulations and customs procedures, as well as directly answer questions and problems from the business side.
Fourth, to promptly resolve arising problems, Ha Nam Ninh Customs has established a hotline and customer support center, through which businesses can contact directly for quick support.
Fifth, Ha Nam Ninh Customs has implemented improvements in the goods inspection process by applying inspection measures based on risk analysis in the Customs' business process, helping to focus resources for high-risk shipments, thereby reducing delays for other shipments.
Sixth, Ha Nam Ninh Customs Department has also increased cooperation with relevant agencies such as plant quarantine, health, and security, to ensure the customs clearance process goes smoothly and effectively.
I want to emphasize that these initiatives and reforms of the Customs agency have made an important contribution to creating a favorable business environment for businesses, while improving the efficiency of customs operations in the administrative area of Ha Nam Ninh Customs Department.
With the above assessments, what do you expect about the support work of the Customs agency in general and the Ha Nam Ninh Customs Department in the coming time?
Although the breakthrough in reform and facilitation of the Customs agency has helped the business community greatly improve its competitiveness, I think there are still some challenges that need to be resolved to ensure the flow of import and export goods takes place more smoothly. Specifically, the overlap in specialized inspections, the lack of uniformity in processes between authorities, and the transparency and efficiency in handling procedures still need to be focused on by management agencies to for further improvement.
In particular, I hope that the Customs agency will increase information updates so that businesses can grasp and fully comply with the latest regulations. Customs authorities should regularly organize training courses, provide guidance, and disseminate new information, especially changes in the system of legal documents and policies related to the customs field.
At the same time, continue efforts to simplify customs procedures to reduce time and costs for businesses, especially in the context of deep international economic integration.
Develop and apply more modern information technology in customs clearance processes to improve transparency and reduce waiting time for customs clearance of shipments. Enhance the provision of consulting and support services online or by phone professionally and effectively, helping businesses resolve problems quickly.
