Focus on reforming customs procedures

Having just completed customs procedures to export a shipment of wooden furniture to the US through Quy Nhon port, Mr. Nguyen Van Muoi, Gia Han Interior and Exterior Co., Ltd. shared that the current customs procedures are very fast and convenient. On average, each month, the company opens declarations and carries out customs procedures at Quy Nhon Port Customs Sub-department (Binh Dinh Customs Department) to import about 30 containers of wood materials and export 15-20 containers of wood products. For the company's exported goods, most of them are exempted from physical inspection. As for imported raw material shipments, the company is supported by Quy Nhon Port Border Gate Customs Sub-department to carry out procedures at stages quickly.

Identifying administrative reform as a key task to facilitate trade, nurture state budget revenue, and create a premise for implementing Digital Customs and Smart Customs in 2024, Binh Dinh Customs Department pays special attention to carrying out this task.

In the first 4 months of 2024, Binh Dinh Customs Department completed customs procedures for 21,377 sets of declarations, an increase of 83.7% over the same period in 2023; completed procedures for 413 ships entering, exiting, transiting - changing ports, an increase of 29.5% over the same period; State budget revenue is 275.04 billion VND, reaching 55.4% of the estimate, an increase of 159.1% over the same period in 2023. Of which, Binh Dinh province collected 246.43 billion VND, reaching 56.7% of estimate, an increase of 184.5%; Phu Yen province collected 28.58 billion VND, reaching 45.8% of the estimate, an increase of 46.4%, compared to the same period in 2023.

To have a synchronous and effective solution, recently, Director of Binh Dinh Customs Department Le Van Nhuan chaired a symposium with key leaders in the unit to discuss and implement administrative reform solutions of the unit.

Binh Dinh Customs Department manages state customs in the two provinces of Binh Dinh and Phu Yen, mainly carrying out procedures for businesses exporting agricultural, forestry and fishery products, etc. According to Director Le Van Nhuan, the unit aims to reform customs administrative procedures in a people- and business-centered direction; Taking efficiency and satisfaction of businesses as a measure to evaluate service quality, creating a fair and open business environment, creating favorable leverage for businesses, thereby contributing to creating a favorable environment to attract investment.

Accordingly, in 2024, Binh Dinh Customs Department will continue to deploy and organize the effective implementation of administrative reform, focusing on customs procedure reform, especially administrative procedures that are directly related to people and businesses; Administrative procedure reform needs to closely follow reality, stem from reality, take reality as a measure and have specific, substantive, not formal results.

Strive to upgrade PAR Index

According to Director Le Van Nhuan, in 2024, the unit aims to increase the assessment score of the PAR index with specific numbers for under and directly under units to strive to implement. Accordingly, for the administrative reform assessment score of the General Department of Customs, Binh Dinh Customs Department strives to maintain a score of 89 to 90 points, ranking the first out of 5 evaluated grades; Reduce customs clearance and release time through increasing the score (from 36.25 points; ranked 33/35 provincial and city customs departments in 2023, increasing to 55-60 points; ranking from 15 to 20 out of 35 provincial, inter-provincial and city customs departments in 2024).

Regarding the PAR index evaluated and ranked by the People's Committee of Binh Dinh province, this year, the unit strives to achieve 82-85/100 points, ranked 2nd or higher among 5 central agencies located in the province; Increase the results of measuring the level of satisfaction of people and organizations with the service of customs authorities from 80.3% to 82-85% in 2024.

To achieve the set goals, Binh Dinh Customs Department is implementing many specific solutions. In particular, fully and clearly publicize administrative procedures at the department headquarters and headquarters of border gate customs Sub-departments; Resolve administrative procedures in accordance with regulations and on time, minimizing the occurrence of complaints. In case of delay, apologies must be made to individuals, organizations and businesses according to regulations.

Implement administrative procedures in the electronic environment, and at the same time, regularly review and evaluate administrative procedures during the implementation process; Proposing to reduce and simplify cumbersome and overlapping administrative procedures that cause difficulties for individuals and organizations; Propose the removal of unnecessary and unreasonable profile elements.

Along with that, Binh Dinh Customs Department carries out the task of reforming public service performance. In particular, promote support and professional guidance for businesses, limit the situation where individuals and organizations have to supplement and correct documents many times, or documents are destroyed or returned due to not meeting the conditions for settlement; Strengthen propaganda work and apply information technology in propaganda work.

A new point showing the determination to upgrade PAR Index implemented by Binh Dinh Customs Department this year is the organization of emulation activities on the topic of administrative reform. In particular, the Trade Union and Youth Union Sub-department advise on organizing contests on administrative reform work and reform of administrative procedures of the unit; Launching an emulation movement on administrative reform work, in which, building emulation and reward criteria associated with groups and individuals with innovative solutions and initiatives on administrative reform, especially innovative solutions and initiatives related to the application of information technology in management and operations and performing professional tasks.
