This is the 2nd time Vietnam has hosted APEC Summit, 11 years after hosting the 14th APEC Summit in 2006. We consider this not only key responsibility as a member economy in building the future of the region but also a great honor which shows the trust of APEC member economies in Vietnam.
In order to confirm and maintain the leading role of APEC in the growth process, Vietnam chose the theme “Creating new dynamism, fostering a shared future” for APEC 2017. We combine this with a message that encapsulates working together to shape and promote “Asia-Pacific Partnership for Sustainable and Inclusive Development in 21st century” and at the same time to build “a pro-people and pro-business APEC”. In this context, Customs plays a key role in regional economic connectivity especially in trade facilitation, combining assurance of supply chain security and social safety protection.
Over the past years, Customs Administrations of APEC members have actively implemented reform and modernization programs, promoted strong cooperation in information sharing, risks management, experience sharing in Customs management as well as cooperation in capacity building
In this process, Vietnam Customs have achieved significant outcomes in the course of reform and modernization. The highlights of our achievements are the application of VNACCS-VCIS system which electronically process 100% export and import goods; the implementation of national and ASEAN single window system and connection with those of ASEAN countries, the implementation of customs modernization and reform towards trade facilitation and supply chain security assurance as in the video clip you have watched.
Distinguished participants, on the occasion of this meeting, I would like to express our respect and appreciation for the effort and active cooperation of APEC Customs Administrations over the past years. Vietnam Customs especially valued the deliverables of SCCP 2016 in Peru.
I trust that SCCP meetings under APEC 25th Summit will come up with action plans that meet both trade requirements and the needs of individual economies. Particularly, agreements on how to implement the two priorities regarding connection of single window systems and prevention of smuggling, commercial frauds will be reached in order to achieve the important objective of APEC Customs Administrations in trade facilitation and assurance of trade security.
For Vietnam, 2017 marks the first year for the country to action the Prime Minister’s message regarding ‘facilitating and action oriented government”. We continue to carry out the 2016-2020 economic development plan with the determination to reform the country comprehensively, improve the trade environment and international economic integration.
I hope that representatives and my colleagues from the 21 APEC member economies will take back great memories of the APEC SCCP meetings in our beautiful Nha Trang City. As the host economy, Vietnam Customs will do our best to ensure a successful meeting.
