On the afternoon of 14 May 2018, the General Department of Vietnam Customs informed the press the results of verification and handling of staff and civil servants in the Customs sector.

According to the General Department of Vietnam Customs, on 9 April 2018, the Government Office sent Official Letter No. 3236 / VPCP-VI on the verification of contents of the Labor Newspaper reflecting the negative behaviors of some Customs officers. Accordingly, it required the Ministry of Finance to direct the General Department of Vietnam Customs to promptly verify and clarify the contents of the press on the negative cases as mentioned above, strictly handle the violating individuals and the Head of relevant agencies and units (if any).

Based on direction of Standing Deputy Prime Minister Truong Hoa Binh, on 8 May 2018, the Ministry of Finance issued Official Letter 5201 / BTC-TCHQ reporting to the Prime Minister about the results of verification and handling of staff and civil servants and preventive measures in the implementation of the Customs.

Immediately after the issue of the press, the General Department of Vietnam Customs instructed Hai Phong Customs Department to work with Dinh Vu Port Customs Branch to inspect and verify relevant contents which was reported by the press and, and the document which was sent to the Editorial Board of Labor Newspaper to exchange more information about the contents of the newspaper.

On 27 April 2018, Hai Phong Customs Department held a review meeting and decided to punish 10 Customs officers.

There were five individuals subject to disciplinary punishment, including: the Manager of Customs Branch, 2 Deputy Managers of Customs Branch, and 2 team leaders.

There were 5 individuals subject to warning punishment, including Mr. Do Trung Tuyen (Deputy team leader), Mr. Nguyen Don Hanh (Deputy team leader); Mr. Vu Duc Tuan, Mr. Dao Duc Anh and Mr. Bui Tien Cuong (civil servants).

At the same time, Hai Phong Customs Department has transferred the position of many civil servants. Of which, 3 violating civil servants published in the newspaper will have their work position transferred according to the master plan of Hai Phong Customs Department in May 2018.

For the 4 team leaders (2 leaders of the Customs Procedure Team and 2 leaders of the Customs supervision team of Dinh Vu port), Hai Phong Customs Department is carrying out procedures to regulate them.

In addition to information on the handling of officers of the Hai Phong Customs Department, the General Department of Vietnam Customs also proposed measures to strengthen and prevent negative behaviors in the public service.

Notably, the General Department of Vietnam Customs has been implementing a number of measures to reform and modernize Customs in order to contribute to the facilitation of export and import activities. At the same time, it shall intensify measures for inspection and supervision to prevent, detect, handle negative activities or corruption through the implementation of professional regulations.

In fact, Hai Phong Customs Department regularly held a conference on business dialogue in the area. In March 2018, the Department sent open letters to more than 5,000 enterprises regularly carrying out import-export procedures to reflect all information, including information on the behavior, ethics of public officials and civil servants to receive information transparently.

In addition, on 7 May 2015, Hai Phong Customs Department held a conference "Solutions to enhance the Customs-Business Partnership in 2018". At the meeting, Hai Phong Customs Department had signed an agreement with the representatives of enterprises on the development of the Customs-Business Partnership, which sets out specific commitments to help businesses timely restructure the mechanism and policies as well as promptly check and handle all acts causing troubles and harassment.

In addition, in order to strengthening the inspections and supervision of staff and civil servants in Hai Phong, Hai Phong Customs Department has installed a surveillance camera at 4 border gates to ensure that it is common for all working areas to have a regular contact between Customs officers and citizens.

At the same time, coordinate with the partners to install automatic equipment to receive the order number and Customs dossiers for enterprises (expected to be completed before 15 June 2018). Implement installation of the fence to carry out procedures to ensure ordered and fair work environment, creating more favorable conditions for enterprises.
