According to the General Department of Vietnam Customs (GDVC), the Customs has provided 123 online public services level 4 and 3 online public service level 3 (out of 178 administrative procedures in Customs field), reaching 71%. Since the beginning of 2017 to present day, 10.142 million dossiers were implemented by the Customs via online public service level 4.

Talking with a reporter of Customs Newspaper, a leader of Customs Portal Management Division (under Customs IT and Statistics Department of the GDVC) added that the highest number of dossiers which were implemented at level 4 via VNACCS/VCIS was e-Custom procedures.

The representative of the GDVC said that the provision of online public service is one of the key tasks that have been implemented by the Customs for many years. Since 1st March 2017, the Customs has continuously deployed the online public service system on the Custom Portal. Thereby, continuously providing online public service for 46 administrative procedures.

Notably, in the implementation of online public service of the Customs, since 2014, the GDVC has successfully deployed the VNACCS/VCIS to provide online public service level 4 for key Customs procedures in Goods clearance. Currently, 100% key Customs procedures for goods clearance have been automated, 100% Customs Department and Customs Branch implemented e-Customs procedures with participation of 99.65% by businesses. Until the end of November 2017, 10.08 million Customs declarations of 77,350 businesses were implemented via VNACCS/VCIS.

The GDVC assessed that over the past time, the online public service system has always operated smoothly and ensured handling administrative procedures of organizations and individuals as well as the professional performance of the Customs. Most obstacles are promptly handled by the help desk unit of the GDVC.

With a large number of online public service level 3 and 4 at present, the Customs has created favorable conditions for businesses in carrying out administrative procedures related to goods clearance; tax, fee and charge payment, and procedures for means of transport and receiving the Customs response via internet. The Customs efforts have significantly contributed to reducing time and cost in carrying out administrative procedures and enhanced the national competitiveness under the Government's policy.

What is public service level 4?

Under the Government’s Decision 43/2011/QD-TTg in 2011, the online public service is a public administrative service and other services provided by the State agency to organizations and individuals in the network environment, including 4 levels, in which level 4 is the highest.

The level 4 is the online public service and level 3 allows users to make online payment charge (if any). The response result can be implemented online, directly, or via postal to users.
