"Morning coffee with business" - New dialogue form of Hi-Tech Customs

Diverse dialogue forms

From the beginning of the morning, three tables were arranged together with tea, coffee, and fruit on the campus of the Hi-Tech Park Customs Branch, where the enterprises carry out customs procedures, to wait for enterprises.

The manager of the Hi-Tech Park Customs Branch Vu Viet Chau said the characteristics of the unit are mainly carrying out procedures for importing raw materials for export production for about 50 foreign direct investment enterprises and export processing enterprises, including four enterprises subject to authorised economic operator. Therefore, following the direction of the Director of Ho Chi Minh City Customs Department on strengthening and diversifying forms of dialogues with enterprises, this year the branch has introduced a new form to talk and meet with enterprises, which is “Morning coffee with businesses”. The branch will hold it periodically on the last Monday of the month.

After 8am, enterprises came to talk to leaders and officials of the branch. Through dialogues between Customs and enterprises, in addition to removing problems related to policies and procedures, the leaders of instructed and noted enterprises about specialised types. Most of the enterprises carrying out procedures at the High-Tech Park Customs Branch have complied with the customs law, however, there are still some enterprises non-complying with regulations, causing errors leading to tax arrears. Accordingly, the leader of the High-Tech Park Customs Branch noted enterprises need to study new documents related to customs regimes and ask the customs office for specific instructions for unclear contents.

For each specific problem in declarations, enterprises immediately exchange with customs officers and receive detailed instructions, so they are very satisfied.

“Responding to the emulation movement on the implementation of Office Culture, which has been launched by Ho Chi Minh City Customs Department, in addition to developing a civilised, modern, green, beautiful offices through these meetings, the Hi-tech Park Customs Branch has launched it and expected enterprises to participate, and share ideas, suggestions for the unit to create a civilised, modern, professional working environment, to better serve enterprises," Vu Viet Chau said.

Exchange frankly, openly

In the open atmosphere at the meeting with the main officials of the High-tech Park Customs Branch, enterprises did not hesitate to discuss problems related to customs procedures and policies. Le Ba Tho, General Director of Southern Waterborne Transport Joint Stock Corporation discussed with Vu Viet Chau about the expansion plan of ICD Long Binh port. Tho said ICD Long Binh mainly receives export goods, and currently this unit is upgrading and expanding services and activities of the port and is looking forward to continuing to receive the companionship and the High-Tech Park Customs Branch.

Chau said companionship and support to port operators to facilitate trade is a duty of the Customs. "We are always ready to arrange forces to carry out customs procedures to quickly release shipments through the port, creating favourable conditions for enterprises to have the opportunity to contribute more to the State budget," Chau said.

Hoang Xuan Long, Senior Director of Vietnam KCTC, said that KCTC is a customs broker that implements customs procedures for more than 4,000 customs declarations at the High-tech Park Customs Branch every month. “I have attended many dialogues and conferences between Customs and enterprises, however, I have never seen the form ‘Morning coffee with businesses’ organised by the Hi-tech Park Customs Branch. I highly appreciate this form because it creates a friendly and close relationship between the two sides, so that enterprises can actively raised their problems," Long said.

There are no problems to discuss, Hung, Head of Customs Procedures, HANARO TNS Branch in Ho Chi Minh City said his company is a customs broker of Samsung Electronics Company and some other enterprises, arising problems of his company are guided and removed by the Hi-tech Park Customs Branch.
