Increase the rate of goods inspection through scanners

According to Deputy Director of Ho Chi Minh City Customs Department Phan Minh Le, Ho Chi Minh City Customs Department is managing 13 seaports, 7 ICDs, 17 bonded warehouses, 1 bonded yard, 12 CFS warehouses, 3 airport and expanded aviation warehouses, 10 petroleum depots, 6 duty-free shops, 2 export processing zones and 1 high-tech park.

In addition, the unit also carries out inspection and supervision activities for 43 ports and floating terminals and conducts immigration clearance procedures for more than 2,400 ships and more than 24,000 flights each year. Therefore, the supervision and management of customs in the customs area of Ho Chi Minh City Customs Department is very heavy, so the unit pays attention to implementing it in accordance with regulations.

Regarding warehouse operations, since the beginning of 2024, Ho Chi Minh City Customs Department has strengthened supervision and control of goods transportation activities between warehouses, warehouse management data, and especially strictly control of the compliance with regulations on warehouse business conditions according to Decree 68/2016/ND-CP dated July 1, 2016, amended and supplemented in Decree 67/2020/ND-CP dated June 15, 2020.

Not only that bonded warehouses, CFS warehouses, and duty-free shops strictly controlled, but outsourcing warehouses of export processing enterprises and warehouses of export processing enterprises are also strictly controlled by Ho Chi Minh City Customs Department with supervision measurea through the camera. Currently, Ho Chi Minh City Customs Department is organizing random checks of warehouse entry and exit data and camera data to ensure compliance of warehouse businesses.

Regarding inspection and supervision during the process of loading and unloading goods using screening measures, from the beginning of the year to March 11, 2024, Ho Chi Minh City Customs Department conducted pre-clearance screening of 6,483 containers, of which detected 70 containers that had suspicious signs (rate: 1.08%).

Through the process of screening goods during the loading and unloading process, many violations were discovered and transferred to the department for handling during the customs clearance process. This is an activity that is both a deterrent and demonstrates the application of Customs technology to the management and supervision of goods during the loading, unloading and transportation process.

Closely monitor independent shipments

For independent transportation activities and transportation between customs supervision areas, the unit has actively deployed the application of electronic positioning seals and itinerary monitoring. In particular, the unit regularly reviews and checks cases of overdue transportation both to and from the system.

Ho Chi Minh City Customs Department has used and continuously upgraded the customs administration system (HCAS) to conduct periodic analysis on a daily basis (at the Sub-department level) and monthly (at the Department level) for all cases of departures and arrivals on the system, promptly detect shipments that exceed the prescribed time and take coordinated measures to handle them.

According to Mr. Phan Minh Le, although the area is large and complex, in recent times, Ho Chi Minh City Customs Department has drastically deployed many solutions, coordinating with branches and consulting rooms to manage and supervise each target group with specific and appropriate measures.

According to the assessment of Ho Chi Minh City Customs Department, basically, management aspects from transportation, loading and unloading, storage at the port to transportation supervision, storage and reporting are all managed and supervised by the agency in accordance with the direction and guidance of the General Department of Customs.

However, during the implementation process, the unit also encountered many difficulties and obstacles that needed to be resolved. For example, monitoring with cameras is not simple when each warehouse and each business has from 30 to 50 cameras with different technologies, different access accounts, etc.
