Focus on building information technology human resources

According to the Customs Information Technology and Statistics Department (under the General Department of Vietnam Customs), during implementing the ASEAN Single Window (including implementing the National Single Window) has emerged some problems that need to be resolved to bring effective enforcement as well as ensure the implementation of Digital Customs by linking these two tasks closely.

Firstly, the paperless administrative and commercial environment is achieved only when all dossiers and documents are submitted in the form of digital data and recognized by law.

The second, human resource is always the most important factor in every situation and working position.

Although hiring outside units to develop systems is a common trend in IT applications at the state agencies, however specialized IT departments at the State agency still plan an important role.

Previously, specialized IT departments at state agencies were in charge of performing most stages of application development, but with current trends, the tasks of this department will change. First of all, IT human resources will build operational processes to ensure connectivity and feasibility when applying technology.

The department must have enough knowledge in both technology and operations to require, analyze, design, and monitor the activities of partners and contractors, meeting technical and operational requirements and the quality of the product when hand over and put into operation.

In addition, digital transformation will require human resources with new skills, especially data analysis and management skills; and data management skills (different from system administration skills).

These personnel can work in specialized IT departments or work in operational units.

However, on the one hand, the staffing for this team is very limited, even when staffing is arranged, it is very difficult to recruit. On the other hand, brain drain in this field at state agencies, especially experienced and specialized IT staff, is very common.

Ensuring smooth operation of system

The third, implementing the administration and operation of information systems as well as providing support services and utilities for businesses, organizations and individuals.

To ensure that transactions and administrative procedures are smoothly processed online 24/7, the quality of the system only accounts for 50%, the rest comes from administration and operations of IT systems as well as provide support and utility services to stakeholders.

The fourth, the impact reuslts from the fact that the speed of technological development has exceeded the normal laws of development. This leads to the life cycle of IT projects and equipment becoming shorter because they constantly need to be upgraded and replaced to add new features as technology development.

The negative side of this problem is that the IT application investment process in the state agencies cannot keep up with the pace of technology development.

A technology at the beginning of building project investment needs may be very modern but it will be at risk of becoming outdated when the system is put into operation due to the prolonging of the investment process or system development process.

This requires planning the application and determining the business scale and technical requirements in a reasonable manner to put the system into operation in the shortest time, avoiding prolonging the application development process, leading to the application of outdated technology when the system is put into use.

To effectively deploy the ASEAN Single Window for the implementation of Digital Customs, the representative of the Customs Information Technology and Statistics Department proposed the following solutions:

Firstly, as the Standing Body of the National Steering Committee on the National Single Window, ASEAN Single Window and Trade Facilitation, the General Department of Vietnam Customs should propose to the Government and the Prime Minister to direct ministries and branches to urgently amend and supplement regulations on administrative procedures and state management related to import, export and transit goods; people and means of transport entering, exiting, and transiting towards using administrative records in the form of digital data.

Ministries and branches should consider and propose negotiations with Vietnam's trading partners for mutual recognition of standards and implement information exchange and mutual recognition of commercial data/documents and e-documents in fields managed by ministries and branches.

The Ministry of Finance (the General Department of Vietnam Customs) should propose the Prime Minister to approve the building of a national database on import, export and transit goods; people and means of transport on entry, exit, and in transit serve as a legal framework for ministries and branches to connect and share management data with the goal of creating a digital transformation platform in this field, enhancing management efficiency through information sharing, as well as further facilitating cross-border trade and transport.

The second, arrange sufficient human resources to perform the tasks of digital transformation and Digital Customs in general, as well as deploy the National Single Window and ASEAN Single Window in particular.

The third, soon allocate capital to deploy administration, operation, and user support services for the IT system to serve the implementation of the National Single Window and ASEAN Single Window.

The fourth, research and implement application planning, phasing IT tasks to ensure investment progress, construction and putting applications into use in accordance with technology application requirements.
