The workshop took place in a live format with the participation, sharing and advice of representatives of Dong Nai Customs Department, consultants from InterLOG, industry associations and more than 150 businesses working in the logistics ecosystem, supply chain in Vietnam.
Risks in the supply chain are inevitable and can cause damage to businesses if not be detected and have appropriate management methods. In fact, businesses often only focus on procedures to export and import goods quickly, conveniently and smoothly.
From this situation, senior experts in settlement reporting have focused on providing detailed instructions to the executive level in the specialized department of the enterprise, specifically the import-export department, on how to effectively manage customs settlement reports, strict management of customs clearance procedures for import and export of goods. Thereby helping businesses clearly understand regulations and update legal documents to avoid common mistakes that businesses make when explaining to customs and risks during the actual process of post clearance audit at the enterprise.
In addition, the representative of the Customs agency spoke more clearly about the legal bases related to businesses when carrying out customs procedures, cases of fines and level of fines prescribed in the Customs Law. Thereby, experts will guide businesses on how to avoid common errors and mistakes, as well as share experiences to handle problems and obstacles related to Customs settlement report and actual post clearance audit at the enterprise.
Assessing the importance of post-customs clearance risk management, Mr. Phan Hai Trieu, Customs Procedures Consulting Expert of InterLOG Company, said that post-clearance audit is one of the extremely important stages. Most errors arise from habitual practices as well as lack of knowledge about legal regulations. Besides, businesses often encounter difficulties in working with Customs authorities. Therefore, regularly updating legal information and knowing how to behave between businesses and Customs authorities is something that needs to be done and promoted.
Also related to this work, Mr. Nguyen Duc Vinh, Deputy Head of Import-Export Tax Division, Dong Nai Customs Department, recommended that businesses need to research carefully when applying HS codes to items to avoid false declaration. In addition, units need to proactively update legal documents to be ready to improvise when businesses are inspected after customs clearance. In addition to the obligations they must fulfill, Mr. Vinh said, businesses also have rights such as requesting the Customs authority to physically re-inspect the inspected goods if they do not agree. Therefore, carefully understanding the legal basis will bring many benefits to businesses, minimizing risks and errors during the post clearance audit process.
