Further improving quality of PCA
Speaking at the Conference, Director General Nguyen Van Can said: the PCA force of the entire sector has made many efforts to implement its tasks more and more professionally.
In addition to assessing compliance of authorized economic operators, the PCA Department and the entire force have focused on inspecting high-risk enterprises and conducted thematic inspections (such as topics on origin, quantity, and fight against policy abuse...).
However, the tasks given to the PCA force will be extremely heavy. To successfully complete the assigned tasks, the Director General requests the PCA Department and its units to focus on performing key tasks such as:
First, perfecting the policies and mechanisms on PCA, including regulations related to authorized economic operators to meet the requirements and tasks in the new situation.
Second, completing regulations and instructions related to the authority for prosecution of the Director of the PCA Department.
Third, in terms of carrying out PCA duties and responsibilities, it is necessary to focus on high-risk businesses. For Customs agencies that do not have a specialized unit for PCA, it is necessary to mobilize officers from other professional units to ensure performance of this task.

Speaking at the Conference, Director of the PCA Department (General Department of Customs) Nguyen Tien Loc said that in 2023, in the context of the world economy facing continuous complicated and unstable developments, the decline in production of some Vietnam’s key industries, in April 2023, the PCA Department reported to the General Department's leaders on stopping PCA plans for unnecessary inspections (in 2023) to focus on inspecting high-risk businesses.
At the same time, strengthening training and coaching to improve the qualifications of officials and civil servants specialized in PCA. Researching to develop PCA plans for each topic with risks and violations...
Such the effective direction, although the number of audits from the beginning of the year decreased, the tax revenue to the budget rose year-on-year. Specifically, as of September 15, the whole industry carried out 1,439 audits (decreasing 541), but the tax revenue reached VND658.44 billion, 2.8 times higher than the same period in 2022.
As assigned by the Director General, Deputy Director General Nguyen Van Tho and Director of the PCA Department Nguyen Tien Loc chaired the conference.
At the Conference, delegates focused on discussing solutions to effectively implement the directions of Director General Nguyen Van Can and the goals and tasks set for the whole year 2023 and commented on the topics presented by the PCA Department (Topic: contents that need to be guided, exchanged and lessons learned for PCA nationwide; Topic: introducing structure, drafting ideas, main points and new points of the PCA process and authorized economic operator management process).
