PCA: number decreases, revenue increases

According to the General Department of Customs, to May 15, the Customs sector has conducted 305 PCAs, including 83 audits at the headquarters of the customs declarant and 222 at the headquarters of the Customs office. The total amount of tax assessment and administrative fines is VND 186.22 billion, contributing to the state budget VND 170.42 billion, of which the PCA Department alone contributed 52% to the whole sector’s revenue.

Compared to the same period last year, the number of audits reached only 42%, but the revenue to the state budget increased by 35.5% (VND 170.43/125.77 billion).

In addition, Customs has continued to expand investigation and verification related to cashew nuts in Binh Phuoc, Tay Ninh; made PCA plans and implemented PCAs for some new topics.

Facing the complicated and unstable developments of the world economy, the production of a number of key industries in Vietnam declines due to high input production costs and a sharp decrease in the number of orders, many manufacturing enterprises stagnated, had to give workers rotational rest, are difficult to access capital due to high interest rates, in April 2023, the General Department of Customs issued a document requesting provincial and municipal Customs Departments by all measures to remove difficulties for enterprises, minimize administrative procedures to support enterprises in production and business activities.

For the PCA force, the General Department of Customs requires that in 2023, the PCA has not been carried out as planned.

It is required to strengthen training to improve the qualifications for cadres and civil servants engaged in the post audit work and research to develop the PCA plan according to each subject with risks and violations.
