Hanoi Customs makes great efforts to collect revenue

Taxable import and export turnover decreases by 30%
Deputy Director of Hanoi Customs Phan Quoc Dong said that over the past eight months, the department has collected VND18,980 billion, reaching 57.2% of the target and meeting 85% year-on-year. The revenue collected in Hanoi gained VND15,000 billion, reaching 56% and meeting 89% compared with the same period in the previous year.
In the first months of the year, the world economy was strongly influenced by geopolitical conflicts, high global inflation, leading to a decrease in consumption trends, negatively impact on exporting goods, thereby significantly affecting the department’s revenue collection. The import and export turnover of goods gone through customs procedures at the department dropped 30% to US$ 38.5 billion compared with the previous year, including US$6 billion of taxable import and export turnover, down nearly 30% over the same period last year.
In addition, Mr. Phan Quoc Dong also said that the implementation of policy mechanism has made decrease in revenue in recent months. For example, the implementation of Decree 44/ND-CP stipulating the VAT reduction policy under Resolution No. 101/2023/QH15 dated June 24, 2023 of the National Assembly has reduced VAT from 10% to 8%; at the end of 2022, the Government signed 17 export and import tariffs under 17 FTA agreements. From 2023, the tax rates of some items that have high tax rates and regularly go through customs procedure in Hanoi Customs Department has reduced.
Taxable turnover of some items dropped such as electronic components down 50%, auto parts down 40%, computers and electronic products down 90%; chemicals and medicine reduced by 80%.
Responding to the objective impacts on the State revenue collection, Deputy Director Phan Quoc Dong said that the department has made plan on revenue collection and assigned to each unit. The department has implemented solutions to remove difficulties for enterprises and instructed procedures for new items for importers and exporters. The department has also organized dialogue conferences, and directly worked with major enterprises to grasp situation and resolved their problems.
Making great efforts to support enterprises
Customs branches under Ha Noi Customs Department have implemented solutions to support enterprises to overcome difficulties, contributing improving the revenue collection. Gia Thuy Customs Branch has provided many effective solutions to assist businesses.
Deputy Manger of Gia Thuy Customs Branch Pham Minh Duc said that recognizing 2023 as a difficult year due to the impact of the economic recession, the branch has focused on trade facilitation and efficiency improvement of state management and anti-revenue loss. As of September 13, Gia Thuy Customs Branch has collected VND4,692 billion, meeting 85% of assigned target and 61% of ambitious target.
According to the Deputy Manager , this is a positive result in the current context. To achieve the positive results, the branch implements customs procedures and tax management for imports and exports in line with regulations and facilitates enterprises. In addition, it controls revenues regularly to assess and provide solutions to complete the revenue target; discusses with local major enterprises to monitor their operation, and estimate revenue and resolve their problem.
The branch’s leaders have requested each working team to facilitate importers and exporters, shorten customs clearance time, and process customs procedures until run out of work. The branch has actively removed obstacles that voice concern for enterprises to carry out procedures at the branch such as arising costs on transportation routes, fees for exit and entry checkpoints and screening fee.
He also said that the leaders have understood the problems and worked with port operators as Hateco Logistics Joint Stock Company to facilitate vehicles and reduce cost and time for loading and unloading goods, arrange human resources, equipment and technical equipment for inspection. Currently, the company has revised down the fees and improved service quality for businesses when entering customs checkpoint.
The Deputy Director of Hanoi Customs Department, until the end of the year, the import and export activities may change more positively than at the beginning of the year. The demand for importing consumer goods and high-tax rate goods in Hanoi will go up. The department has actively supported enterprises when plans and projects start to launch.
However, he also said that due to the effect by the world and domestic economic situation, as well as the general trend of the sector, the revenue expects to reach about 91-92% compared with the estimate.
