Mong Cai Border Gate Customs Branch tops CDCI

VCN - According to the announcement of the Customs Department Competitiveness Index (CDCI 2024) by Quang Ninh Customs Department, Mong Cai Customs Branch tops the index with a score of 92.65. This is the second consecutive year that Mong Cai Border Gate Customs Branch has topped the CDCI.

Hon Gai Seaport Customs Branch and Van Gia Seaport Customs Branch ranks second and ranks third with a score of 90.55 and 90.48, respectively.

In 2024, with the motto “Connecting strength - Connecting success”, Quang Ninh Customs Department has gained remarkable achievement in the assessment of the CDCI.

The results of the CDCI 2023 showed that Mong Cai Border Gate Customs Branch topped the CDCI in 2023 with a score of 95.76.

Although there are fundamental changes in the organization and implementation system it still maintains the methodological spirit of the provincial competitiveness index (PCI) and the district and department competitiveness index (DDCI).

In 2024, Quang Ninh Customs Department has proactively researched, designed and assessed the CDCI without consulting units.

The department has improved the proactiveness of customs branches in enhancing the quality and effectiveness of management and support for enterprises, especially the role and responsibility of heads, leaders of units at all levels and officials directly contacting, supporting and working with enterprises.

The CDCI 2024 Working Group was assigned to continue the achievements in the previous years to implement the CDCI 2024, with five innovations in implementation methods.

The assessment conducted by enterprises accounts for 70% of the total score and the assessment conducted by Quang Ninh Customs Department accounts for 30% of the total score.

In addition to the criteria for collecting opinions from the business community on the quality of management, operation, and business support of the customs branches under the CDCI model in previous years, the CDCI 2024 adds groups of component indicators for Quang Ninh Customs Department to conduct internal assessments, including leadership, direction, improvement of the quality of officials, communication and dissemination and the level of completion of assigned political tasks of each branch.

In the 2024 Survey Form, questions are shortened towards easy-to-understand direction, focusing on key contents but still follow the Component Indicators of the DDCI, and keep the open questions for businesses to contribute additional opinions on issues that need to be improved in the coming time.

Customs branches self-assess their achieved scores for seven Component Indicators. Quang Ninh Customs Department decides the score based on the specific assignment of divisions to preside over the appraisal of the self-assessment results of the branches.

Additionally, the selection of samples to send the survey forms is focused and targeted: the CDCI 2024 randomly selects enterprises that are still operating to send the forms for them to assess 01 designated customs branch. The survey form has a question allowing enterprises to want to evaluate other branches in addition to the designated customs branch. This helps to eliminate confusion and improve transparency in the assessment for the branches that enterprises have not actually interacted or carried out customs procedures.

Through the survey, enterprises all feel the proactive and positive support and sharing from Quang Ninh Customs Department and the customs branches.

The survey results show that businesses are satisfied with the information provision and instruction on procedures and service quality by the branches, with the majority of ratings at levels 1 and 2 (Good and Fair), a few ratings at level 3 (Average) and without ratings at level 4 (Poor).

Through the CDCI in 2024, Quang Ninh Customs Department recorded important contributions and wishes from the business community. This is a driving force for Quang Ninh Customs Department in general and customs branches in particular to identify shortcomings and limitations, and improve and enhance the quality of management and operation, and better support businesses in the coming time.
