Quang Ngai Customs engages in dialogue with over 100 import-export enterprises

Bui Van Quan, Deputy Director of the Quang Ngai Customs Department, emphasized that guiding enterprises through procedures and addressing challenges remains a top priority.
The department has consistently organized dialogues at both the department and branch levels to: provide timely updates on new regulations and policies; collect feedback from businesses regarding customs service quality and professionalism; continuously improve services to better support enterprises.
Quang Ngai Customs recognized the efforts of businesses in overcoming difficulties and sustaining production and trade activities, contributing positively to the province’s socio-economic growth.
"In 2024, the Quang Ngai Customs Department surpassed its assigned targets, including achieving over 150% of its state budget revenue goals," Deputy Director Quan stated.
Acknowledging concerns about recent issues with the customs IT system, the department noted that the system, which has been in operation for many years, is undergoing upgrades. Occasional disruptions during this process are unavoidable.
To minimize impacts on businesses, the General Department of Vietnam Customs has issued guidelines for handling customs procedures in cases where the VNACCS/VCIS system experiences technical issues. These guidelines cover general principles and risk classification; detailed procedures for export declarations; steps for handling customs clearance, import-export goods, and transshipment carrying out under the type of independent transportation.

The conference focused on answering questions from businesses regarding: customs declarations and amending entries in cases of discrepancies; labeling requirements for energy-efficient LED sample products; procedures for bonded warehouse exports and re-imports; using imported materials for manufacturing purposes.
On issues related to on-spot imports and exports and processed goods for export production, Deputy Director Bui Van Quan informed attendees about the ongoing revisions to Decree 08/2015/ND-CP and Circulars 38/2015/TT-BTC and 39/2018/TT-BTC. The drafts are being finalized for submission and are expected to be enacted by the end of this year to simplify compliance and create a more business-friendly environment.
Regarding tax refunds, the department advised businesses to complete their documentation as early as possible to avoid delays, particularly as the year-end workload increases.
Deputy Director Huynh Van Cuong urged enterprises to reach out directly to support teams at customs branches when they encounter difficulties, ensuring timely assistance and minimizing errors during procedures.
"For any unresolved issues raised at the conference, Quang Ngai Customs will issue official responses. Cases beyond our jurisdiction will be escalated to higher authorities for resolution," he stated.
The department also encouraged businesses to carefully review new regulations introduced during the conference to ensure compliance with customs laws. This proactive approach aims to facilitate smoother customs processes, strengthen collaboration between businesses and customs authorities, enhance efficiency while maintaining robust state management.
