The enterprises participating in this dialogue conference are those that regularly carry out import-export procedures at border gates in An Giang province.

At the conference, An Giang Customs Department spent a lot of time answering questions from enterprises, as well as providing notes on customs procedures to help enterprises improve their compliance with customs laws.

According to the records at this dialogue conference, the problems arising from enterprises discussed at the conference were not a lot, there were only a few problems related to cash payments; procedures for transferring fixed assets, etc.

According to enterprises, when problems arose during customs procedures, enterprises proactively contacted the border customs sub-departments under the An Giang Customs Department and were promptly guided and answered.

In addition to publicly posting regulations and documents guiding customs procedures, customs sub-departments have focused on disseminating new documents to enterprises when carrying out customs procedures. During the implementation of tasks, units promptly answered questions arising from enterprises.

To continue to support and help enterprises improve their compliance with the law, Director of the An Giang Customs Department Nguyen Thanh Toan directed under and directly under customs units to diversify forms of propaganda and guidance on new procedures and documents for enterprises, focusing on enterprises as the focus of customs procedure reform.

When guiding procedures for enterprises, it is necessary to be consistent, clear, and specific so that enterprises can implement them smoothly, avoiding general guidance that makes it difficult for enterprises.

In addition, the leaders of An Giang Customs Department also requested that enterprises carefully study the documents, strictly comply with customs laws, and avoid errors when carrying out customs procedures.

In addition, Director Nguyen Thanh Toan informed that recently, through post-clearance audit and inspection, An Giang Customs Department has discovered a number of cases of violations by enterprises, requiring tax collection. Therefore, he requested that enterprises carry out customs procedures in accordance with regulations, and request the Customs authority to provide clear instructions for any unclear contents, to avoid making mistakes that lead to violations of customs laws.

According to the leaders of An Giang Customs Department, to support procedural guidance and answer questions for enterprises, the unit maintains the Customs-Enterprise Partnership Advisory Group with 21 members, including: leaders of the Department, professional divisions under the Department and affiliated customs sub-departments.

At the conference, representatives of the An Giang Customs Department's Professional Division introduced and noted some new contents to businesses.

Specifically, Decree No. 144/2024/ND-CP dated November 1, 2024 of the Government amends and supplements a number of articles of Decree No. 26/2023/ND-CP dated May 31, 2023 of the Government on Export Tariff Schedule, Preferential Import Tariff Schedule, List of goods and absolute tax rates, mixed tax, import tax outside tariff quotas.

Tax exemption procedures for special cases are stipulated in Decree No. 18/2021/ND-CP dated March 11, 2021 of the Government amending and supplementing a number of articles of Decree No. 134/2016/ND-CP dated September 1, 2016 of the Government detailing a number of articles and measures to implement the Law on Export Tax and Import Tax.

Regulations on imposing a tax for exported and imported goods are stipulated in Decree No. 126/2020/ND-CP dated October 19, 2020 detailing a number of articles of the Law on Tax Administration.

At the same time, clearly guide businesses to understand the principles of customs procedures, customs inspection and supervision; customs declaration, customs declarants; gathering goods at the location of the customs declarant for exported goods; regulations on payment in border trade activities; carrying cash across the border.

Notably, to facilitate businesses in carrying out customs clearance of goods, at this dialogue conference, An Giang Customs Department invited representatives of the An Giang Provincial Center for Disease Control to disseminate regulations on maximum prices for medical quarantine services, preventive medicine at public health facilities; bank representatives to disseminate some instructions on international payments, etc.
