Ha Nam Ninh Customs makes efforts on the last month

VCN - As of November 30, the entire Ha Nam Ninh Customs Department collected VND6,084 billion, equal to 88.18% of the assigned target. Turnover increased, tax amount decreased

According to Ms. Nguyen Thu Nhieu, Director of Ha Nam Ninh Customs Department, although the total turnover increased, the entire department's revenue decreased significantly. As of November 30, department collected VND6,084 billion, equal to 88.18% of the assigned target. However, the amount of refunded tax is VND2,531 billion, so the total revenue reached VND3,553 billion, equal to 51.5% of the assigned target.

According to Director Nguyen Thu Nhieu, 70% of the Department's budget revenue mainly comes from the import of components for domestic automobile production and assembly of Thanh Cong Group and the import of cement and clinker of other enterprises. In recent times, imports of these products decreased because many businesses lack orders and operate moderately, greatly affecting the budget collection work of Ha Nam Ninh Customs.

In addition, tax refunds for businesses eligible to apply the tax incentive program for imported components for domestic automobile production and assembly and the impact of the VAT reduction policy according to the provisions of Decree 44/ 2023/ND-CP have directly affected the department's tax revenue in the last six months of the year. The non-tax amount is about VND801 billion and the reduced VAT amount on imported goods according to the provisions of Decree 44/2023/ND-CP in the Ha Nam Ninh Customs area is about VND239 billion. Accordingly, the total revenue reduction according to the policy of Decree 44/2023/ND-CP is VND1,040 billion, Ms. Nguyen Thu Nhieu said.

Faced with objective impacts in the general difficult context of the economy, from the beginning of the year, Ha Nam Ninh Customs Department developed a plan to collect and assign targets to each unit. Solutions are deployed synchronously, in which the unit focuses on organizing exchanges, answering questions and solving difficulties directly for businesses, as well as guiding import and export procedures for businesses on new products. In particular, in 2023, the unit has focused on dialogue with businesses from the department level to branch level to promptly grasp the business situation and remove problems, if any.

Drastic solutions

Facing with the difficult budget revenue situation, at the meeting in 2012, the department's leader asked units to come up with solutions and drastically deploy them in the sprint month of 2023 to strive to complete the target at the highest level. At the same time, the units should actively coordinate with three provinces: Ha Nam, Nam Dinh, Ninh Binh to create favorable conditions to call for businesses to open declarations to complete procedures at the units and attract investment from countries such as China and Korea, Japan, Singapore...

At the same time, Ha Nam Ninh Customs Department creates maximum favorable conditions for businesses participating in import-export activities, promptly resolving arising problems within its authority related to customs procedures, tax policies, and tax management, tax refund regime, tax exemption, removing difficulties to create favorable conditions for businesses in paying taxes, attracting new businesses to invest, and carrying out procedures in the area. The department also sent officers to directly work with businesses with large revenues in the three provinces to promptly remove their difficulties and problems.

In addition, Ha Nam Ninh Customs strengthens the fight against trade fraud through inspection, control, post-customs clearance audit, inspection of production facilities, on-site import and export, focusing on groups of high value, high tax rates, goods imported from questionable markets. In particular, enhancing the inspection of values and codes in customs clearance; focusing on reviewing, evaluating and analyzing items with high risk of fraud, counterfeiting of origin, incorrect declaration of codes, focusing on items with high value and high tax rates...

Ha Nam Ninh Customs is also implementing synchronous solutions to urge tax debt collection; focusing on reviewing and firmly grasping the tax debt situation, classifying recoverable debts and bad to achieve high result and prevent tax debts and outstanding debts on December 31, 2023 higher than December 31, 2022.

With high determination to complete the plan assigned by the General Department of Customs, Ha Nam Ninh Customs Department requires all their units to closely follow the collection progress, regularly analyze, evaluate, and forecast factors impacting on revenue and collection progress in each area; propose timely solutions to achieve the highest results.
