Actively take action

Talking to Customs Magazine, the Director of Ha Nam Ninh Customs Department, Nguyen Thu Nhieu, said that in the context of the economic situation, import-export, production and business activities of most enterprises in the 3 provinces Ninh Binh, Ha Nam, Nam Dinh by the State management unit of customs has decreased sharply. Ha Nam Ninh Customs determines that 2023 will continue to be a year full of difficulties and challenges in carrying out assigned tasks. Therefore, the unit has seriously implemented the regulations, regimes, and legal policies of the State and the regulations of the Customs sector. Enhancing the roles and responsibilities of the head; proactively reviewing and inspecting internally; promptly preventing, preventing and detecting shortcomings in direction, administration and performance of public duties.

In addition, Ha Nam Ninh Customs actively reformed administrative procedures, modernized customs, applied information technology to operational stages, and improved the quality of service for people and businesses in implementing customs procedures and customs management.

In particular, the leader of Ha Nam Ninh Customs Department spent time meeting and having direct dialogue, which was highly appreciated by the business community. Mr. Vu Quang Tung, the representative of Song Hong Garment Company, said that the interest of Ha Nam Ninh Customs in listening to voices, aspirations and accompanying businesses is very practical. Whenever there is feedback from the business community, Ha Nam Ninh Customs always responds promptly and has the fastest solution, along with flexible policies that have created maximum convenience for businesses.

For example, in the case of YoungOne Nam Dinh Co., Ltd., a foreign enterprise investing and doing business in Vietnam, the enterprise still faces many limitations in accessing policies and legal regulations. Knowing businesses' difficulties, Ha Nam Ninh Customs, in general, and Nam Dinh Customs, in particular, have sent civil servants to directly discuss and help businesses fully grasp legal regulations and policies understand and resolve internal difficulties when implementing the procedures.

Business evaluations show that the plan to develop a Customs-Business partnership in 2023 of Ha Nam Ninh Customs Department is on the right track; it is expected to speed up the customs clearance of goods and promptly support enterprises' production and business activities.

Continue to stand side by side with enterprises

Assessing the results Ha Nam Ninh Customs has achieved, Mr Tran Song Tung, Vice Chairman of Ninh Binh Provincial People's Committee, affirmed that Ha Nam Ninh Customs has many policies and solutions to create favourable conditions for businesses towards the goal of building digital Customs, a smart Customs model, thereby reducing costs for businesses and making Customs operations more public and transparent. As for Ninh Binh province, we are always committed to creating the most favourable conditions for businesses to invest in developing production and business and completing customs procedures conveniently and safely.

In Nam Dinh province, Ms Nguyen Thu Nhieu had a working session with Mr Pham Gia Tuc, Member of the Party Central Committee and Secretary of Nam Dinh Provincial Party Committee, on creating maximum conditions for businesses to clear customs, timely inform businesses about preferential mechanisms and policies to attract investment in Nam Dinh province so that businesses can learn and decide to invest in production and business development in the province.

Along with that, leaders of Ha Nam Ninh Customs Department directly met and answered difficulties, supporting Quanta Computer Inc Group to invest in the project of QMH Computer Co., Ltd. to produce computers and peripheral equipment with an expected design capacity of 4.5 million computers/year in My Thuan Industrial Park (Nam Dinh) to import and invest in machinery and equipment to be able to go into production soon.

To understand more clearly and fully the difficulties and obstacles as well as the thoughts and aspirations to find solutions and help businesses quickly overcome difficulties and aim for long-term and sustainable development, Ms Nguyen Thu Nhieu said that Ha Nam Ninh Customs wants businesses to grasp and understand and adequately implement the new regulations, minimizing errors that will affect the production and business process of businesses. In particular, organizing working meetings and direct dialogues will be an opportunity for Ha Nam Ninh Customs and the business community to exchange and resolve arising problems and agree on understanding and implementing several issues between management agencies and the business community.

In addition, the unit actively informs, propagates and guides enterprises to implement legal documents; Assign each public official to be in charge of enterprise management; sets up information exchange channels via email and Zalo; and maintains a 24/7 problem resolution team to be ready to listen and guide enterprises to comply with the law.

To achieve the above goal, Ha Nam Ninh Customs hopes to receive the support and assistance of the leaders of the People's Committees of Ha Nam, Nam Dinh and Ninh Binh provinces, departments, branches, and especially the companionship of the business community in the three provinces of Ha Nam, Nam Dinh and Ninh Binh. With the close coordination and support of departments, branches and branches, Ha Nam Ninh Customs will continue to synchronously and flexibly deploy support solutions, ensuring quick and convenient customs clearance of import-export goods.

Along with that, determining that people are the root of all activities, Ha Nam Ninh Customs Department requires officials to implement civilized office culture seriously, have a gentle and dedicated attitude when interacting, and always consider businesses as cooperative partners to reduce time and minimize costs for businesses when performing administrative procedures at the unit with the motto "doing all the work without running out of time". Public officials themselves always determine their efforts to create maximum favourable conditions for production, business, import and export activities, taking the satisfaction of enterprises to evaluate the performance results of individuals and units.

As of August 15, 2023, Ha Nam Ninh Customs has received and handled procedures for 1,638 businesses carrying out import and export procedures for processed mineral products, electronic components, garments, footwear, imported machinery and equipment by type of investment and business; raw materials for garment industry; plastic beads; raw wood; automotive components; chemicals; raw materials for the production of modern drugs; raw materials to produce all kinds of milk, etc. In the first 8 months of the year, the number of declarations reached 285,356 sets with a turnover of 14,898,268,087 USD.

As of August 15, the unit has collected VND 4,297 billion, reaching 62.3% of the assigned target. However, the unit made a tax refund of VND 2,518 billion during the period. Therefore, the total tax collection after tax refund as of August 15 is 1,779 billion VND.
