Binh Phuoc Customs: Efforts to overcome budget collection challenges in the last months of the year

On the afternoon of July 9, Binh Phuoc Customs Department held a conference to summarize the results of work in the first 6 months of the year, and solutions to carry out tasks in the last 6 months of the year.
Budget revenue reached 55.6% of the estimate
Reporting at the conference, Ms. Nguyen Thi Hong Hanh, Chief of Office of Binh Phuoc Customs Department, said that in the first 6 months of 2024, in the context that the domestic economy has begun to show signs of improvement, Binh Phuoc Customs Department Binh Phuoc has focused on many solutions to complete assigned tasks. In particular, the unit strengthens state budget revenue management, inspects and reviews revenue sources, prevents revenue loss, and strives to exceed revenue estimates; Strictly control value-added tax refunds to ensure compliance with policies and legal regulations; Urging the handling of tax debt recovery.
Along with that, Binh Phuoc Customs Department also promoted the provision of online public services, effectively applying information technology to improve working methods and enhance state operating and management capacity on Customs. The unit always creates the most favorable conditions for businesses; shorten customs clearance time for import and export goods, immigration activities through border gates; Helps businesses handle customs procedures quickly and economically.
As a result, the total number of businesses participating in procedures at Binh Phuoc Customs Department in the first 6 months of 2024 reached 529 businesses. The main export and import items are raw cashew nuts, machinery and equipment, wood, rubber, imported materials for export production and shoe processing, textile dyeing, garments, scrap paper, etc.
Total turnover generated in the first half of 2024 reached 5,396 million USD, an increase of 52% over the same period last year. Of which, export turnover reached 2,166 million USD, growing by 16%; Import turnover reached 3,230 million USD, a growth of 90%.
According to Ms. Hanh, Binh Phuoc Customs Department determined that the task of state budget collection is one of the important tasks, contributing to the completion of general budget collection targets of the sector and localities, helping the operation of the government's socio-economic policies follow the right development orientation. To strive to complete the task of state budget collection, right from the beginning of the year, Binh Phuoc Provincial Customs Department has synchronously and fully deployed state budget collection solutions, monitored and analyzed budget collection progress pursuant to the decision to assign estimates from the Ministry of Finance, Binh Phuoc Provincial People's Committee, and General Department of Customs in 2024.
On the other hand, based on the actual situation at the unit each month, the unit has urged under and directly under sub-departments to drastically implement tasks to increase state budget revenue in 2024 such as: reviewing data on professional programs: market economy system; Review and check data on codes and values to promptly detect cases of errors that cause tax revenue loss, contributing to solutions to increase state budget revenue.
As a result, the unit's total state budget revenue in the first 6 months of 2024 reached 713.3 billion VND, reaching 55.6% of the assigned estimate and increasing 10.2% over the same period last year.
Ms. Hanh explained that the reason for the increase in revenue is because in the first 6 months of 2024, businesses imported raw materials and supplies to serve production again after the Covid-19 epidemic, helping to increase import tax and VAT revenue of imported goods. Of which, revenue from import taxes increased by 52.7 billion VND, equivalent to an increase of 74% over the same period last year; VAT revenue increased by 10.6 billion VND, equivalent to an increase of 2% over the same period last year.
The main items with increased revenue include: leather and leather products increased by 18.4 billion VND, equivalent to an increase of 42%; The group of plastic and plastic products increased by 10.3 billion VND, equivalent to an increase of 25%; Paper products group increased by 4.1 billion VND, equivalent to an increase of 39%, etc.
Many challenges at the end of the year
In the last 6 months of the year, it is forecast that the budget collection situation at Binh Phuoc Customs Department will face many difficulties. Ms. Nguyen Thi Duyen, Director of Chon Thanh Customs Sub-department - the unit that contributes about 80% of revenue of Binh Phuoc Customs Department, said that with the implementation of the policy of reducing the value added tax rate by 2%, it is expected that the department's tax revenue in the last 6 months of 2024 will decrease by about 60 billion VND. At the same time, revenue reduction due to tax refund is expected to increase by about 35 billion VND.
In the area of the sub-department, there are also a number of businesses that have converted from tax-paying production and business to processing and export production to enjoy tax exemption. Therefore, it is expected that revenue from these businesses will decrease by about 50 billion VND.
These challenges show that to complete the assigned budget collection tasks in 2024 requires the efforts and high determination of leaders and civil servants in the unit to implement synchronous and drastic solutions to increase revenue and prevent revenue loss.
Accordingly, one of the key solutions of Binh Phuoc Customs Department is to continue to strengthen administrative procedure reform, modernize, facilitate, shorten customs clearance time, and reduce customs clearance costs, creating a favorable investment environment. Thereby calling on businesses with import-export activities in the area to participate in customs procedures at the unit, contributing to increasing state budget revenue.
