This morning, July 18, 2024, the Reform and Modernization Department (General Department of Customs) coordinated with Hanoi Customs Department to organize a workshop to survey and evaluate the actual implementation of developing the Customs-Business partnership (2014-2024).

The workshop attracted the attention of more than 20 businesses with import and export activities in areas managed by Hanoi Customs Department.

Flexible and diverse application of solutions

Speaking at the conference, Deputy Head of the Reform and Modernization Committee (General Department of Customs) Tran Vu Minh emphasized that this conference with the participation of business partners is an opportunity to share experiences and listen about innovative solutions of businesses in the process of cooperation with Customs authorities.

Through the survey, the Customs agency listens and captures feedback from businesses to improve the service of the Customs agency in the coming time, with the hope that businesses will accompany the Customs sector to build and develop the Customs-Enterprise partnership in depth and substance according to the orientation of the Customs Development Strategy until 2030.

At the same time, promptly honor and reward typical organizations and individuals who have made positive and highly effective contributions to the development of Customs-Business partnerships and related parties.

The workshop also listened to representatives of the Reform and Modernization Committee giving an overview of the process of implementing and developing the Customs-Business partnership over the past 10 years (2014-2024).

The process of developing the Customs-Enterprise partnership is carried out at 3 levels: General Department, Customs Department and Customs Sub-Department.

Over the past 10 years, the Customs agency has flexibly and diversely applied solutions to support and accompany the business community in the process of carrying out customs procedures; listen and understand the business, to know the wishes of the business (what the business is doing, what the business needs), as well as the business community's desire to cooperate to provide timely support; Absorb opinions and initiatives from businesses to complete legal documents and activities to develop more effective Customs-Business partnerships.

To effectively and thoroughly implement the work of developing Customs-Business partnerships and related parties, the Customs sector has selected and extensively deployed 4 main groups of solutions including: Information; Consultation; participate; cooperate.

That is, the Customs agency provides the business community with useful information in many different forms, from information about changing legal policies to in-depth professional information.

Customs authorities exchange and discuss with businesses and related parties to find optimal solutions for issues related to state management of customs.

The Customs agency organizes activities with the participation of the business community to perform work related to management; Organize cooperative activities with the business community on the basis of consensus and agreement between parties.

The Customs agency flexibly and diversely applies solutions to support and accompany the business community in the process of carrying out customs procedures.

Support activities are built in detail and methodically

Realizing the significance of developing Customs-Business partnerships over the past 10 years, at the conference, businesses also highly appreciated the support and companionship with businesses from Customs authorities in 3 levels.

From the Customs side, there was an assessment, giving an overview of 10 years of developing the Customs-Business partnership. In particular, the implementation content, coordination mechanism, information targets, and implementation process are built in detail and methodically.

In the process of carrying out customs declaration procedures, customs clearance agents and businesses realize that customs procedures have many improvements, with many contents to support businesses.

For example, when businesses encounter problems with the system or customs declaration, they receive timely and quick support from the customs sub-department level, customs department level and the General Department of Customs level. Thereby contributing to creating favorable conditions for businesses in the process of carrying out customs procedures.

Through forums between the Customs agency and the business community, legal policies in the process of implementing customs clearance procedures, tax refunds, and settlement reports are informed more promptly.

At customs sub-departments, officers and civil servants in charge of operations have provided detailed instructions and timely information to businesses, helping businesses reduce costs, remove arising problems, and ensure manufacturing progress.

To develop the Customs-Business partnership in the next phase, businesses believe that it is necessary to orient and quantify each activity to see changes, as well as the responsibilities of businesses in each activity.

Businesses want the Customs agency to create channels to receive information and businesses look up feedback; receive more cooperation from the Customs agency to make the policy implementation process as convenient as possible.
